- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract (Base and Three (3) Options) for O&M Emergency Supplemental Project, Repair Coating of the East Bulkhead, New Jersey Coastal Waterway, Point Pleasant Canal, New Jersey. Work consists of furnishing all labor, materials, plant and equipment and performing all operations required to clean, repair, and apply a coating system to a portion of the existing steel sheet pile bulkhead along the Point Pleasant Canal, connecting the Manasquan River and Barnegat Bay, located in Ocean County, New Jersey. More specifically, the work will be divided into a Base Bid and Three Options. The Base bid will consist of removal of the existing coating, repairing holes with steel cover plates, and applying a new coating to approximately 3,500 linear feet of the canal. It shall also include the removal and replacement of emergency ladders and the removal of sign plates. Option 1 will consist of an additional 1,400 lineal feet. Option 2 will consist of an additional 1,600 feet. Option 3 will consist of an additional 1,800 feet. All coating removal and new coating operations must be done in the dry and from the water using coffer dams secured to the bulkhead. Anchors or spuds in the canal are prohibited due to the presence of utilities on the bottom of the canal. The successful contractor must show one completed satisfactory project of a similar nature in the amount of at least $3M within the last 5 years. An Award for the Contract is anticipated for August 2013. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237990 and the small business size standard is $33.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
