Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on May 23, 2012: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $20 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) excavation, drainage, asphalt paving, concrete work, waterline, survey, erosion control, permanent and temporary traffic control, and revegetation within environmentally sensitive areas requiring interactions with the Forest Service (FS), Nevada Department of Transportation (NDOT), and the travelling public. Experience coordinating with contractor's from close or adjacent projects is also required. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: NV PFH 11-1(5), Kyle and Lee Canyon Roads Project Details: Nevada Forest Highway (FH) 11 and 20 are located in Clark County in southern Nevada near Las Vegas. The FH11 route is also designated as State Route 157 (SR-157) and is also known as the Kyle Canyon Road. The FH 20 route is also designated as State Route 156 (SR-156) and is also known as the Lee Canyon Road The Kyle Canyon Road begins at the west end of the route near Cathedral Rock Picnic Area and proceeds easterly 21.25 miles on SR-157 to a junction with US-95 northwest of Las Vegas. This project is between milepost 3.6 to 21.25. The Lee Canyon Road starts at the Las Vegas Ski and Snowboard Resort and proceeds easterly 17.5 miles to SR-156 to the junction with US-95 northwest of Las Vegas. This project is at milepost 1.5. Significant items and quantities: The project will involve three sections of work. The first section is the full reconstruction of the Kyle Canyon Roadway at milepost 4.4 to 5.2 including two roundabouts and a median. The second section involves the construction of a multi-use shoulder from milepost 3.6 to 21.25 (Deer Creek Highway to US-95). The third section involves the construction of a roundabout on Lee Canyon Road at milepost 1.5 (Foxtail and Old Mill facilities). Work will include excavation, drainage, asphalt paving, concrete work, waterline, survey, erosion control, permanent and temporary traffic control, and revegetation. Major approximate quantities include: •- 158,000 cubic yards of Excavation •- 95,000 tons of Aggregate Base •- 27,000 tons of HACP Pavement •- 14,000 ton of Open Graded Friction Course •- 7,500 square yards of Reinforced Rigid Concrete Pavement •- 900 linear feet of Culverts •- 12,000 linear feet of Curb and Gutter •- 6,700 linear feet of PVC Waterline, 2 inch Work along this route will take place within environmentally sensitive areas and will require interactions with the Forest Service (FS), Nevada Department of Transportation (NDOT), and the travelling public. Traffic control during construction will be very important and will be coordinated with FHWA and NDOT. The FS will also be constructing the Middle Kyle Complex Visitor's Center and the Foxtail/Old Mill recreation sites adjacent to this project during this time period. Close coordination with contractor's from those projects will be necessary. Project will be bid with A+B bidding with a range of 300 to 400 days. Anticipated notice to proceed of August 1, 2013. The anticipated cost range is $15,000,000 to $20,000,000.
