- Attachment A Attachment B THIS IS A REQUEST FOR INFORMATION ONLY. This request for information is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposals, Solicitation, or Request for Quote; or an indication that the Government will contract for the items in this RFI. The Government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The purpose of this market research is to identify possible available sources able to provide a Financial Management System (FMS) Software as a Service (SaaS) to include all hardware, software, system operation and maintenance, and support for the financial, procurement, asset and acquisition management domains of the United States Coast Guard (USCG, a component of the Department of Homeland Security (DHS). USCG plans to transition from the current legacy financial management system (FMS) being hosted at the Coast Guard Finance Center to a SaaS shared service provider (SSP). USCG cannot succeed in its missions without an effective, efficient, and integrated financial, contract, and asset accountability management solution that enables USCG to manage and produce financial, contract, and asset accountability information that is accurate, complete, and timely for reporting and decision-making. The USCG requests the following information from respondents: 1. Company name, address, phone number and point of contact. 2. Company's DUNS number and socioeconomic status. 3. Demonstrate that you have production ready environment supporting a production ready software suite that meets the requirements of Attachment A and will be capable of supporting the capacity outlined in attachment B. Please only include contracts that currently generate reports that are submitted directly to the Department of Treasury. Please indicate the number of years the system has operated in a production mode as well as the number of years it has been deemed compliant with FFMIA by agency IG or auditors. Discuss the transaction processing services that you are currently performing and how many years those services have been provided. Please provide the contact information for agencies your company supports in this hosting environment. A brief response with a maximum of ten (10) page is requested. 4. Provide a narrative on your latest Statement on Standards for Attestation Engagements (SSAE) No. 16 audit to include findings and results. Also indicate if the report is available upon request. A brief response with a maximum of three (3) pages is requested. 5. Based on the information given in attachment B, submit a notional schedule with milestones for implementation of the new FMS service from time of award to full operational capability (FOC). Provide a brief narrative to explain the schedule and milestones. A brief response with a maximum of three (3) pages is requested. 6. Provide a narrative regarding a recommended implementation and change management strategy. A brief response with a maximum of two (2) pages is requested. 7. Provide an estimated price to reach FOC and an estimate of the annual operation and maintenance price after FOC is achieved, as well as any pricing assumptions made for both estimates. A brief response with a maximum of five (5) pages is requested. 8. Provide any publically available price lists. 9. Provide a brief summary of best practices (optional). A brief response with a maximum of two (2) pages is requested. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
