Description
This is a pre-solicitation notice. Anticipated release of the RFP is 04 June 2013. The AFLCMC/WNKBBB Contracting Office at Robins AFB, GA, has a requirement for 500 Gallon Liquid Oxygen/Liquid Nitrogen Storage Tanks, NSN 3655-01-604-1576RN (Liquid Oxygen) and 3655-01-601-2544RN (Liquid Nitrogen)(these are generic NSNs used for solicitation purposes only). These units are trailer mounted tank assemblies that will be used for air transport and storage of liquid oxygen and liquid nitrogen product at its atmospheric boiling temperatures (-296˚F for liquid oxygen, -320˚F for liquid nitrogen). The tanks consist of an inner tank suspended inside an outer tank, or jacket. The inner tank is wrapped with layers of insulation and is separated from the outer tank by a vacuum. The tanks assemblies will also have a control housing to protect various valves and other controls, along with a pressure buildup coil that acts as a heat-exchanger providing vapor pressure necessary to convert liquid product to gas. The tanks will be capable of operating within a temperature range of -65˚F to +130˚F and being stored within a temperature range of -80˚F to +160˚F. The Government intends to award a seven-year, firm fixed price, Requirements Contract with Best Estimated Quantities (BEQs). The RFP and resultant contract will be structured with one basic contract period of 24 months and five annual option periods and will be 100% small business set-aside. The best estimated quantities (BEQs) are as follows: Basic Period: 10 EA (6 Liquid Oxygen/4 Liquid Nitrogen) Option I: 34 EA (22 Liquid Oxygen/12 Liquid Nitrogen) Option II: 34 EA (22 Liquid Oxygen/12 Liquid Nitrogen) Option III: 34 EA (22 Liquid Oxygen/12 Liquid Nitrogen) Option IV: 34 EA (22 Liquid Oxygen/12 Liquid Nitrogen) Option V: 32 EA (21 Liquid Oxygen/11 Liquid Nitrogen) First Article units will be required (1 for the Liquid Oxygen Type, and 1 for the Liquid Nitrogen Type). A Product Description (PD) and Statement of Work will be provided as part of the RFP package along with various mandatory data deliverables such as First Article Test Plan and Test Reports. Foreign Companies will not be permitted to participate in the competition. Delivery Requirements will be 435 calendar days after effective date of order for the first article units and 180 calendar days after effective date of order for the first 5 (five) production units with subsequent production unit orders delivering at a rate of 5 units per 30 day period, dependent upon the quantity ordered. FAR Part 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. This acquisition will utilize the tradeoff source selection process wherein a tradeoff between non-cost factors and cost/price is permitted in order for the Government to make a best value award decision. For those offerors whose proposals are found to be technically acceptable, tradeoffs will be made between past and present performance and cost/price. Past and present performance is considered to be approximately equal to cost/price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis of Award" provision in the RFP.
