Description
National Aeronautics and Space Administration (NASA)/Lyndon B. Johnson Space Center (JSC) is hereby soliciting information about potential sources for grounds and landscaping maintenance and pest control services for JSC. NASA/JSC plans to procure commercial Grounds Maintenance and Pest Control Services at JSC, including Ellington Field (EF) and the Sonny Carter Training Facility (SCTF) as a follow-on to the current Grounds Maintenance Services (GMS) contract. The period of performance for this acquisition is anticipated to be approximately five (5) years.The incumbent contractor is Prodyn EPES, LLC. The current firm fixed price is $1,400,000 based on a 15 month period of performance. The Primary and Vital functions are as follows: Activities include basic landscaping services, including lawn mowing, edging, watering and fertilizing, trimming of trees and shrubs, tree removal and planting, and weed control; pest control and other landscape maintenance. Also included is maintenance of ponds, unimproved areas and ditches, fire lanes, gravel areas and fence lines. Pesticide and herbicide application will also be required. Miscellaneous tasks, such as removal of leaves and animal relocation or removal will be done as necessary. Other important features are as follows: The area to be serviced includes approximately 380 acres of improved, semi-improved or other grounds, approximately 150,000 linear feet requiring edging, approximately 3,100 trees for pruning/trimming, and a significant number of shrubs and hedges for trimming. Maintenance and repair of irrigation systems are required on approximately 25 acres. The contract will also require keeping records, generating, maintaining and submitting reports and personnel certification and training. JSC is certified to the ISO 9001 and 14001 standards as a joint Government and contractor team, and is an OSHA VPP Star certified site. Interested parties are encouraged to address their experience in working within these requirements. NASA, JSC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this acquisition. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The Government is targeting 8(a) firms for this procurement. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required capabilities to meet or exceed the above requirements should submit a capability statement of five pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: 1.Name and address of firm, 2.Size of business, 3.Average annual revenue for past 3 years, 4.Number of employees, 5.Ownership; whether they are large, or any category of small business, 6.Number of years in business, 7.Affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), 8.List of customers covering the past five years (highlight relevant work performed, 9.Contract number(s), contract type, dollar value of each procurement; and 10.Point of contact - address and phone number.
