- This is a Pre-Solicitation Notice in accordance with FAR 5.204. The Mission and Installation Contracting Command (MICC) - Fort Bragg, North Carolina intends to issue a Request for Proposal (RFP) for Continuing Education Support Services at Fort Bragg, North Carolina in support of the United States Army Reserve Command (USARC). These services are required by Army Continuing Education System (ACES). The work requires of a Contractor to provide all personnel, equipment, facilitates, supplies, and services required to support Continuing Education Support Services. The work includes, but is not necessarily limited to, supporting Soldier's professional growth through a continuum of education programs and services that range from academic and career guidance to enhancement of job performance and skill qualifications. ACES also support the education and career goals of family members, Department of the Army civilians, and other eligible personnel. These services will be provided within (14) fourteen education offices located throughout the Continental United States (CONUS), to include Puerto Rico and Hawaii. This is a competitive Service-Disabled Veteran-Owned Small business set-aside and will be restricted to Service-Disabled Veteran-Owned firms that are certified by the Small Business Administration (SBA). This action will be conducted as a Service acquisition in accordance with Federal Acquisition Regulation (FAR) Parts 12, quote mark Acquisition of Commercial Items quote mark, FAR 15, quote mark Contracting by Negotiation quote mark and FAR 37, quote mark Service Contracting. quote mark The estimated period of performance shall be for a phase in of one (1) month, one (1) base year of 11 months and two (2) 12-month options. The anticipated period of performance will commence on or about 1 September 2013 - 31 August 2014 and continue through 31 August 2016. This requirement was determined to be classified under North American Industry Classification System (NAICS) code is 611710, Educational Support Services with a size standard of $14M. The Government anticipates issuing RFP W91247-13-R-0030, on or around May 24, 2013 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation (RFQ) is posted, it is incumbent upon all interested parties to review this site frequently for any update/amendment to any and all documents. All prospective Contractors doing business with the Department of Defense must be registered in the System for Award Management (SAM) in order to be eligible for award. This notice does not obligate the Government to award a contract. The anticipated award date is on or around 29 August 2013.
