Description
THIS IS A SOURCES SOUGHT SYNOPSIS : The U.S. Naval Oceanographic Office (NAVO) is conducting a Market Survey to identify interested parties capable of providing Analytical Services in support of the Global Marine Environmental Library (GMEL) for naval support. The necessity of this support is to assist in satisfying NAVO's worldwide marine environmental data support through maintaining a digital library of validated research and data for all ocean regions of naval priority. It is anticipated the period of performance will be a base year (12 months) with four (4) twelve month options. It is anticipated that this effort will require access to a variety of higher educational entities with direct access to academic research fellows and associates at the faculty, postdoctoral, graduate, and undergraduate levels. Therefore, it is expected an interested party will have the management and organizational structure required to provide sound oversight, implementation, coordination, and quality control over all aspects of performance, including the management and oversight required for the variety of teaming, and subcontracting arrangements expected under this requirement. The purpose of this requirement is to provide NAVO the required skilled personnel (primarily investigators) who have expertise and research experience in one or more areas, oceanography, ocean bottom composition, acoustics, geophysics, marine mammals, and other marine disciplines for specific analysis of marine environmental data, as required to support naval operations. Contractor must also provide required software and hardware, equipment, materials, and supplies as required in support to NAVO operations. A security clearance up to the SECRET level is also required to enter NAVOCEANO work spaces for data loading and quality checking of received data deliverables. The successful offeror will actively perform and provide worldwide marine environmental data support through maintaining a digital library of validated research and data for all oceans and regions. Support can also be received from a wide range of national, international, and commercial marine and ocean related institutes to promote and allow collaboration and exchange of state-of-the-art ideas, data collection and processing techniques, and ocean technology. The primary tasks for data collection, processing and analysis to support NAVO are as follows: 1) Assess data availability; 2) Assemble requested environmental components for academic marine environmental studies; 3) Characterize regional ocean conditions for designated ocean regions using standards described within the SOW; 4) prepare reports of validated analysis; 5) Incorporate data, images, graphs, and reports into prescribed GMEL formats and structure; 6) Incorporate data and/or rasters into prescribed GIS formats and structures, as applicable to each task order. The Contractor shall have access to two or more data types for seaways listed, when required: •· Arabian Seaways: Persian (Arabian) Gulf, Strait of Hormuz, Gulf Of Oman, Gulf of Aden, Red Sea, Somalia Basin/Horn of Africa, Arabian Sea •· Indo-Asian Seaways: Bay of Bengal, Andaman Sea, Malacca Strait •· East-South Asian Seaways: Yellow Sea, East China Sea, Okinawa Trough, Taiwan Strait, Sea of Japan, South China Sea (including Spratly Islands), Sunda Shelf, Gulf of Tonkin •· Indonesian-Philippine Seaways: Philippine Sea, Celebes Sea, Sulu Sea, Molucca Sea and Makassar Strait European Seaways: Mediterranean Sea, Balearic Sea, Aegean Sea, Adriatic Sea, Black Sea •· Arctic Seaways: Arctic Ocean, Bering Sea, Sea of Okhotsk, Kara /White/Pechora Seas (combined for one region). The computerized data-management system used to capture, store, manage, retrieve, analyze, and display spatial information must be compatible to the Global Marine Environmental Library (GMEL). Therefore, vendors must have access to a Geographical Information System (GIS) and the technical expertise to operate within the GIS system. The deliverables must have both a written analytical report (Pdf or word document) which explains the data types used to support the analysis, methods used, process interpretation (what's going on with the seafloor or water column in the region), and references used (also known as "metadata"). The final data package must be in ArcGIS 10.1 with auxiliary formats such as jpgs, paper rolls, etc. It is anticipated that the labor skill mix required will include, but is not limited to: Principle Investigator from Junior to Senior level, Senior Scientist and Research Associate from an intern to post-doctoral and/or professionally licensed and Administrative, clerical and secretarial support. Expression of Interest/Capability Statement: Interested concerns are requested to provide the following information in response to this market survey: (1) A cover page (no longer than one page) which briefly describes your company. The cover page shall include, at a minimum, the name of your organization, address, DUNS number, and your business size as it relates to the above stated NAICS code and size standard information listed (specify the business classification: large business, educational, non-profit, not-for-profit, small business, small disadvantaged business, woman owned, veteran owned, disabled veteran owned, 8(a) or HUB Zone) (2) A capability statement (between five to ten pages) describing your capability and expertise to perform the services outlined in this announcement, specifically indicating: a. Capability to provide the implementation and support of research and development services as outlined in this announcement. b. A demonstrated capability of management and oversight of this requirement for research and engineering scientific efforts, scope (similar in nature to that described in this notification, including management of a geographically dispersed effort with relationships/partnerships throughout the continental U.S.), and complexity (scientific state of the art research and development in fossil energy-related research, including technology development and demonstration). c. A demonstrated capability of providing access to a flexible revolving workforce. Specifically, access to the necessary scientist and engineers who are considered an industry and/or academia leaders in the field of oceanographic, energy research and/or engineering. Ability to demonstrate that these highly qualified experts are available to be committed to the scope identified in this announcement, which would include both long-term and short term work assignments. Including the ability to have access to specialized scientist, engineers, and facilities to meet the needs of off-site research efforts (including the necessary relationships with a variety of higher educational entities to perform academic research efforts at facilities throughout the continental U.S.). In regards to trade and technician labor, a demonstrated capability of providing labor of the sufficient skills/skill mix when and where needed without encumbrances from long term labor commitments (implementing a revolving workforce). d. Demonstrated capability in providing quality and safe services such as those that are governed by Federal regulations or policies relative to; Integrated Safety Management, Quality Assurance, Environmental Compliance, Conduct of Operations, Procurement, Property Management, and protection of data/intellectual property interests. e. Demonstrated capability in management of the variety of subcontracting or teaming efforts anticipated under this contract (including the management of efforts conducted by higher educational entities, for-profit and not-for-profit organizations). This capability can be demonstrated through past experience in management of large-scale subcontracting and teaming partnerships with a variety of organizations (note: it is expected that this requirement will include access to higher educational entities. Therefore, in order to demonstrate the capability of this element, the respondent must demonstrate management of subcontracting or teaming with one or more higher educational entities). f. Demonstrated ability to assume the financial responsibilities associated with receiving a contract of this projected dollar amount. Specifically, the assurance that resources are available to meet payrolls, subcontracting, and material obligations at this magnitude. You are strongly encouraged to submit your Expression of Interest/Capability Statement at least 24 hours before the specified due date in order to have time to resolve any transmission problems. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. The information gathered from this notice will be utilized in the Government's determination on contract and business type utilized in the solicitation.
