Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 13-4389-03 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-64. The NAICS code applicable to this acquisition is 332321. The small business size standard 500 employees. This procurement is set aside for small business. SPECIFICATIONS USDA-ARS COASTAL PLAIN EXPERIMENT STATION TIFTON, GEORGIA RESKIN RESEARCH GREENHOUSE #42 GENERAL: A. The greenhouse structure consists of one Lord & Burnham greenhouse believed to have been built about 1945. The existing greenhouse has iron or steel frames with wooden glazing bars, sills, ridges, doors, and vents. It is the intent of this specification to replace the wood members with aluminum glazing bars, ridge bar, sills, exterior doors, vents and adaptor bars as required. A new fan and pad cooling system will be installed. A new sidewall vent will be installed to cover the cooling padwall with exterior apparatus and Wadsworth automation. New glazing will be supplied with clear tempered glass except for field cut lites which may be supplied in annealed double strength glass. The existing greenhouse is now approximately 22' wide and 43' long. The existing greenhouse sits atop a masonry wall being approximately 36" tall with an eave to kneewall dimension of approximately 3'3". There are two gable ends each having a double door being approximately 6 ' o w x 6'8". B. It is the intent of this specification to demolish all of the existing wood and glass members and to replace all steel posts, eaves, trusses, and purlins. C. All bidders must visit the site and acquaint themselves with the condition of the greenhouse, dimensions, and site conditions prior to submitting a bid. The contact on site will be Mr. Trevor Perla at 229-386-3319. Failure to visit the site prior to bidding will be grounds for rejection of bids. Failure to become acquainted with the site will not relieve bidders from full responsibility for a complete job as specified. SCOPE OF WORK: A. This specification covers furnishing and installation of the reskinning materials, glazing, and allied equipment listed but does not include site preparation, concrete, masonry, plumbing, electrical power or control wiring, utility connections, heater installation and venting, and permits. B. Work will consist generally of the following: •1. Design and install new aluminum framing with new glass glazing system, vents and automatic or manual vent operators, two roof vents, one sidewall vent, two new double doors, three new exhaust fans, and a 40' evaporative cooling system with external sump tank. •2. All glass to be clear tempered except those lites that must be field cut which can be double strength 1/8" clear glass. •3. Install in each exterior gable end one new 6070 personnel door. •4. Greenhouse heater will be taken down and reinstalled. C. Contractor shall furnish all labor, tools, equipment, devices, appliances, and materials, and perform all operations necessary in connection with the work described in these specifications. CONTRACTOR'S QUALIFICATIONS: A. The firm which performs the installation of the work on this project shall be a greenhouse contractor who maintains an established organization with a permanent manned office, has adequate organization and qualified manpower available to efficiently prosecute the work, and has adequate technical knowledge and practical experience and who has a minimum of five years of full time greenhouse installation experience. B. The firm's proficiency in the installation of the reskinning system shall have been demonstrated by the successful completion of at least three (3) like systems which can be provided for reference. C. Successful bidder must be covered by Workman compensation and $1 Mil in Liability insurance. Vendor MUST be in WWW.SAM.GOV to receive purchase order. SHOP DRAWINGS: A, The contractor shall submit five(s) copies of all shop drawings required for the work covering the following details: •1. details of the glazing system and method of installation. •2. All details of roof, sidewall, and vent framing. •3. Details of all fastening devices. •4. Placement of any components for cooling and ventilating. B. The contractor shall submit a list of all manufactured products proposed for this work including exhaust fan, inlet shutter, and HAF Cans. MATERIALS: A. Glass: All glass on roof, sides, ends, and vents shall be 1/8" or 3/16" thick foil heat tempered clear float glass complying with ASTM C1048 except for those lites which must be field cut. Where possible, glass widths will be 24" wide on center and 26" in height. All glass in side vents and the roof vents will be in one piece without lap. B. Glazing Compounds: All glazing compounds used for the bedding of glass shall be extruded butyl with continuous built in shim manufactured and delivered in original containers with seals unbroken. C. Aluminum: Aluminum members shall be mill finished extruded aluminum with appropriate heat treatment in alloy 6061-T5, 6061HS, 6063-T6, or 6063-HS. All extrusions shall have a high inherent resistance to corrosion with a top rating of "A" in corrosion resistance. No casting shall be permitted for joining members at joints subject to stress in which tensile strength is a factor. D. Doors: Provide in each gable end one 6068 double door with tempered glazing and locking knob. Doors shall include a slider with screen and shall be of tubular construction* Doors shall be prehung and shall include jams and headers. Provide bottom sweeps. Door thresholds will not be required. E. Ventilation: Provide a full length sidewall vent of maximum vertical dimension from sill to eave on the padwall side of the greenhouse. Provide two full length ridge vents. The vents will include new shafting and hangers, and rack & pinion assemblies. The side vent and one roof vent will be automated with Wadsworth VC100A/LST/BLS vent machines. One roof vent will be manually controlled with a manual machine. F. Fan and Pad cooling system: Supply and install one 40' padwall system complete with aluminum gutter and return, distributor piping and plumbing completer kit, 4" thick pads, sump pump, and sump tank. Supply and install three exhaust fans equal to American Coolair model MAL24J. Fans to be aluminum housed slant wall fans with 1/2 hp single speed motors. RESKINNING INSTALLATION: A. Replace all of the following: •1. All ridge extrusions and vent frames and skins. •2. All glazing bars in the roof, sidewalls, and gable ends. The interior partition framing shall remain. •3. All exterior doors, door frames, and hardware shall be new. •4. All vent apparatus shall be new. No existing vent components shall be reused. •5. All sections shall be 24" on center except for one section per zone that may be cut down to fit the existing frame and walls. 6. All connections of aluminum frame to superstructure shall be bolted connections with minimum 1/4" stainless steel or hot dipped galvanized bolts. 7. The glazing system shall provide for adequate expansion of the glazing panels and for weeping of condensation and other moisture from interior surfaces. EXECUTION: A. Install the greenhouse with experienced crews of the greenhouse contractor or by supervised contract crews meeting all experience requirements. B. Coordinate the greenhouse reskinning with the work of other trades. C. Upon completion of the work, test all equipment where possible for operation. D. Instruct the using agency personnel in all aspects of operation and maintenance. E. Provide the user with O&M information on all equipment items. F. Comply with the provisions set forth in the Davis-Bacon Act. The Contractor shall post all Equal Employment Opportunity, wage and other required posters in a prominent location at the worksite. The Contractor shall submit original, signed payroll forms weekly to the Contracting Officers Representative for each employee and sub-contractor employee involved in executing this work. Estimated job is between $50,000 and $80,000. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Governments's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
