- Description
- NASA/GRC has a requirement for a MAX 500 Flange Mounted Mass Spectrometer System. The Extrel MAX flange mounted Quadrupole Mass Spectrometers are complete systems. The mass spectrometer probe includes Ionizer, Quadrupole, Mass Filter, Detector, and Mounting Flange. Electronics include the QCi RF power supply, MAX CS mass spectrometer command system with Merlin Software. We are also purchasing some optional parts along with start-up service, support, and training. NASA/GRC intends to purchase the items from Extrel CMS, LLC, 5575 Epsilon Dr., Pittsburgh, PA 15238. This vendor supplied us with a system some years ago which is still in use at our Center. We have a variety of spare parts on hand and they will be interchangeable with each other allowing considerable savings to the Government. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR Reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than close of business on Friday, May 17, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are NOT acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
