- TYPE OF ANNOUNCEMENT: This synopsis is for a construction is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 36. The United States Air Force intends to issue one (1) Indefinite Quantity Indefinite Delivery (IDIQ) contract for a base year and four one year options. The magnitude of the project is estimated to be between $5,000,000 and $10,000,000. A written solicitation will be used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov. No hard copies will be issued. On the page where the solicitation is posted, there is a link to a registration page; if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do not register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (www.sam.gov) prior to award. DESCRIPTION OF REQUIREMENT: The requirement is for replacement, repair, and minor construction fence projects affecting real property at Hill Air Force Base (HAFB), as well as facility locations at Little Mountain Test Annex, Utah (LM), and Utah Test and Training Range (UTTR). The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary for installing and/or removal of chain link fence, metal paneled fence, polyethylene slats, barbwire, concertina wire, various types of gates, and other items. The contractor shall design, manage, and accomplish a broad range of repair, alteration, and/or new construction work on real property for both interior and exterior fence projects accordance with the Statement of Work (SOW), each Task Order (TO) SOW, and all Unified Facilities Guide Specifications. The projects will include tasks in a variety of trades including, but not limited to, demolition, site work, excavation, cast-in-place concrete, structural steel, electrical, painting, road repair, and other specialty work. The contractor may be required to perform work not anticipated at the time of award, but within the original scope of work. Additional tasks may include emergency fencing projects, fence repairs or replacement. The contractor must be capable of responding within two hours of being called for emergencies on a separate emergency TO.
