Description

The Internal Revenue Service intends to enter into a non-competitive interim (bridge) task order with the incumbent contractor, Four Seasons Environmental, Inc (FSE), 43 New Garver Road, Monroe, OH 45050, pending the award of a long-term (5-year) competitively-solicited contract in response to IRS solicitation number TIRSE-13-R-00004. The interim task order is for Facility Operation and Maintenance (O&M) of HVAC systems, building structures, and other systems required for the continuous operation of the Atlanta Tax Submissions Processing Center (ATSPC), located at 4800 Buford Hwy, Chamblee, GA. The interim order will be based on a combination of FSE’s Federal Supply Schedule contract prices and open market pricing. The Government intends to solicit and negotiate the interim order on a limited source/sole source basis under the authorities of FAR 8.405-6, Limiting Sources, and FAR 6.302-1 – Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. The interim order’s period of performance is 6/1/2013 through 12/31/2013, plus options to extend the contract term through 2/28/2014, as needed. The NAICS is 561210, and Small Business Size Standard is $35.5M annual receipts. Solicitation of the competitive 5-year contract for Facility O&M services at ATSPC pursuant to solicitation number TIRSE-13-R-00004 is currently in the pre-proposal phase and is anticipated for award this calendar year. Facility O&M services must be maintained without disruption during the interim period until the new 5-year contract is awarded. Continuity of the services is imperative. Four Seasons Environmental, Inc has performed O&M services for over five years at this location and has the required expertise and experience to provide necessary uninterrupted services. New incoming Facility O&M contractor(s), requires time to become familiar with ATSPC’s aging and sometimes obsolete building systems, their operation, and maintenance; obtain required IRS background clearances; obtain training; etc., which is typically accomplished during the 90-day contract start-up period prior to the contract effective date. Awarding the interim contract to other than the incumbent contractor heightens the Government’s risk of encountering performance problems, or major system problems at this IRS center responsible for serving thousands of IRS employees throughout the southeast. This notice of intent is not a request for competitive quotations or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet IRS needs. However, responses received not later than noon May 23, 2013 as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by IRS not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of IRS.
