Project Number: 581-13-114 The Department of Veterans Affairs, Huntington, WV is preparing to issue an Invitation for Bids (IFB) to Repair and Clean the Water Tower and Reservoir, at the Veterans Affairs Medical Center (VAMC), Huntington, WV. SET-ASIDE: 100% Service-Disabled Veteran-Owned Business (SDVOSB) PROJECT MAGNITUDE: $100,000 TO $250,000 NAICS: 237110 Water and Sewer Lines and Related Structures Construction SMALL BUSINESS SIZE STANDARD: $33.5 million PROJECT OVERVIEW: The project will require the selected contractor to provide all parts, labor, management, equipment, permits, fees, supplies and materials, except for any Government furnished materials within the solicitation documents, to repair and clean water tower and reservoir at the Huntington VAMC. Work includes the following for the 500,000 gallon below ground water storage reservoir: flapper valve installation, install cable type ladder on the existing interior ladder, perform interior cleaning of 500,000 gallon below ground water storage reservoir. 150,000 gallon above ground water tower: clean and seal the foundation of the tower with concrete sealant, clean area around anchor bolts and weld, install flapper valve, install handrails around roof openings, install vacuum/pressure frost proof vent and screen, interior cleaning, install passive node cathodic protection system, pressure washing, scraping, painting and debris removal. Contractor must be able to conduct all work without disruption of the Medical Center water supply for longer than 4 hours per day for no longer than 2 consecutive days. Any or all planned water outages must be conducted during the hours of Midnight and 4:00 am in the morning. Due to water tank being located in a large parking lot, all scrapping and painting must be conducted during the hours of 6:00 pm and 6:00 am (after normal working hours). The VAMC will close the parking lot during these hours to allow for painting. The contract type will be Firm-Fixed Price. This solicitation will be a 100% Set-Aside for Service Disabled Veteran Owned Small Business. To be eligible for award, at the time which offers are due and delivered to the Contracting Officer, the bidder must be listed and viewable in the Vendor Information Pages in the VetBiz registry at www.vip.vetbiz.gov. The Vendor Information Pages will be checked at the time of receipt of all offers, as well as prior to award. In addition, bidders are further advised that compliance with VAAR 852.219-10 shall be enforced and monitored to ensure that the minimum self-performance requirements are being met by the SDVOSB contractor. The successful bidder must also be able to demonstrate how their firms intend to satisfy the self-performance requirements. Should the successful bidder be unable to do so, the contracting officer will deem such bidder as non-responsive and an award will be made to the next bidder whose bid is determined to be the next Lowest Price Technically Acceptable. The solicitation will be available on or about the 5th of June 2013.
