Description
The Department of Veterans Affairs, Nashville and Murfreesboro Veterans Administration Medical Centers is preparing to issue a Request for Proposals (RFP) for a two-phase design-build contract to provide design and construction services to create "Halls and Walls" in accordance with VA Design and Space Planning Criteria and VA Master Specifications at the Murfreesboro and Nashville VA Medical Centers. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) NAICS: 236220 Commercial and Industrial Building Construction SMALL BUSINESS SIZE STANDARD: $33.5 million PROJECT MAGNITUDE: Between $1,000,000 and $5,000,000 PROJECT LOCATION: Murfreesboro and Nashville VA Medical Center, Murfreesboro and Nashville, TN Phase I Estimated Solicitation Post Date: June 3, 2013 Phase I Estimated Response Date: July 1, 2013 PROJECT OVERVIEW: The project will require the selected contractor to provide all technical design and construction services, supervision, labor, materials, tools, and equipment necessary for a complete engineering and construction project to renovate corridors and some adjacent spaces. General work includes but is not limited to interior design, demolition, industrial hygiene, abatement, architectural and finishes along with limited plumbing, electrical power & systems facilitating interior design upgrades. The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors for Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with the Phase II Evaluation Process.
