Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Cooperative Research Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Charter Vessel Support for research projects relative to the Northeast fisheries. The NEFSC Cooperative Research Program, along with other research branches within the NEFSC, requires Contractor support in one or more areas of scientific investigation. Supported Research Projects for this contract will require participation by trawl vessels operating in Georges Bank. The purpose of the sampling will be (1) to augment sampling effort for commercially important flatfish populations on Georges Bank (NEFSC offshore strata 13-23) to improve stock assessments of these species; and (2) to provide increased biological sampling of these flatfish species in this area. Two vessels will be selected to sample approximately 75 bottom trawl stations each on Georges Bank during a 12 day survey. The survey will be performed using a standard NEFSC bottom trawl survey 4-seam net with cookie sweeps. The survey will focus on yellowtail flounder and winter flounder, but the project will attempt to assess as many commercially important flatfish species as possible. A new stratification scheme will be developed for this area to allow the most precise estimates possible and to account for areas that are known to be untrawlable with the cookie sweeps. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. NOAA anticipates making two contract awards as a result of this solicitation. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors 1 - 5, listed in descending order of importance, when combined, are significantly more important than price: (1) Description of vessel characteristics and configuration, particulars and general arrangement; (2) Description of each vessel commercial fishing history and any other information important in evaluating the vessel's fishing capability; (3) Description of the Master's and crew's work experience qualifications including copies of licenses held and emergency medical qualifications and descriptions of research qualifications and past research performed; (4) past performance and (5) price. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): www.sam.gov. The solicitation will be available electronically on or about May 20, 2013 via FedBizOpps at www.fedbizopps.gov.
