Description
SOURCES SOUGHT NOTICE TACAMO E6-B HANGAR TINKER AFB, OK The intent of this sources sought notice is to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned or Women-Owned Small Business firms capable of constructing the TACAMO E6B Hangar at Tinker AFB, OK. Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing construction of a TACAMO E6-B Hanger at Tinker Air Force Base, Oklahoma. The estimated cost of this potential project is between $10 Million and $15 Million. The NAICS Code is 236220 with the annual size standard of $33.5 Million. The proposed procurement is being considered as a set-aside under small business, Section 8(a), HUBZone, Service Veteran Owned Small Business Program or Women-Owned small business concerns. Firms are requested to submit their Sources Sought Questionnaire which will be the basis for the Government ™s decision to establish this requirement as a Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns set-aside acquisition. Interested Small Businesses, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns are encouraged to submit a Source Sought Questionnaire (attached). The Sources Sought Questionnaire (attached) must be complete and sufficiently detailed to determine the firm ™s capability to provide construction of the TACAMO E6-B Hangar at Tinker Air Force Base, OK within the estimated dollar range. The Sources Sought Questionnaire may be submitted electronically to terryll.zade@navy.mil; FAX 847-688-6567 or by hard copy to Terryll Zade, NAVFAC Midwest, 201 Decatur Avenue, Bldg. 1A, Great Lakes, IL 60088-2801 PROJECT DESCRIPTION: This project is a design-bid-build project and contractors will construct an Enhanced Phase Maintenance (EPM) aircraft hangar to provide a Type II modified high bay hangar, shop space, flight line operations, maintenance functions and space in support of 60-aircraft maintenance personnel of the E-6B aircraft squadron. The high bay Type II modified hangar will be designed for fuel cell maintenance operations on Hi-Bay large aircraft (Boeing 707 air frame). The overall aesthetic of the building shall match existing hangar building 820. Built-in equipment includes a 9-ton overhead bridge crane and a fold up aircraft hangar śMegaDoor ť Fabric Hangar Door, and a static 400Hz converter. The project will be planned, programmed, designed and constructed to receive a minimum LEED Silver-level rating certified by USGBC, Supporting facilities includes: AGE equipment parking. Site preparation includes above ground site demolition and relocations, underground site demolition and utility relocations, security fencing relocation, excavation and grading preparation for construction. Special foundation features include pile foundations and grade beams. Electrical systems will include primary and secondary distribution systems, including a 500 hertz power distribution system, lighting, transformers and telecommunications systems, including the infrastructure to connect to the existing NALCOMIS and Weather Vision systems. Mechanical systems will include water, sewer, HVAC, mass notification fire alarm system, wet pip sprinkler protection, pre-action fire sprinkler protection, an AFFF fire suppression system and a Very Early Smoke Detection System (VESDA). LEED compliance (outside) includes a storm water removal system and storm water management. Sustainable design principles will be included in the design and construction of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project. This project will provide Anti-Terrorism (AT) features and comply with AT regulations, physical security and progressive collapse mitigation in accordance with DoD Minimum Anti-terrorism Standards for Buildings. The Sources Sought Questionnaire (attached) must be complete and sufficiently detailed to determine the firm ™s qualifications and to demonstrate the firm ™s capability to construct the TACAMO E6-B Hangar at Tinker Air Force Base, OK within the estimated dollar range. Receipt of potential offeror ™s sources sought package shall be received no later than Wednesday, June 17, 2013 at 2:00 p.m. Central Standard Time. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government. The Government will not pay for any effort expended in responding to this notice. Estimated award date for this potential contract is January 2014.
