- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Division Newport intends to purchase the following: Line Item 0001: Quantity 1 Each- OA-9070E Wrap Reduction Kit, in accordance with drawings. NOTE: The Drawings will not be exhibited on our web site due to restricted distribution statements. To receive a copy of the drawings, a company must be certified under the Joint Certification Program (JCP) managed for Defense Logistics Information Service, Battle Creek, MI as evidenced by a JCP Certification number. To obtain a copy of the drawing, send an e-mail request to Alison Wicks at Alison.C.Wicks@navy.mil. Your request must include your company ™s complete address, cage code, DUNS number, and JCP Certification number, as well as a point of contact and phone number. The drawing will be mailed upon receipt of this information. This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures and is being advertised as a 100% Total Small Business Set-Aside under North American Industrial Classification System (NAICS) Code 332710, Size Standard 500 employees. A firm fixed price (FFP) purchase order is anticipated. Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The anticipated posting date of solicitation N66604-13-Q-1014 is on or about 12 February 2013. The closing date for receipt of proposals will be established in the RFP. The Government intends to award a single FFP contact to the eligible, responsible offeror whose offer represents the best value, considering price and technical factors. The specific evaluation criteria will be outlined in the solicitation. All responsible sources may submit a proposal that shall be considered by the agency. This solicitation and any subsequent amendments will be posted to the FEDBIZOPPS and NECO website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring the site for any amendments.
