Description
DLA MARITIME PUGET SOUND, in support of the Puget Sound Naval Shipyard (PSNS) and Intermediate Maintenance Facility (PSNS & IMF), intends to solicit for the manufacture of two (2) types of shore power connector assemblies with 150 feet of THOF-500 enhanced ply ship to shore power cable, manufactured to meet ICEA S-68-516 and S-75-381 Test Requirements. The enhanced THOF-500 ship to shore power cable shall be of the 500-3/C 600V cable integral filled/CPE Jacket Type. This requirement is for six (6) assemblies, right angled, outboard plug assembly (M-24368/5-003), Cooper Industries P/N X8224-152, General Marine Products P/N GMP5003, or Military P/N M24368/5-003; and, six (6) assemblies, female straight plug assembly (M-24368/5-01) outboard connection, Cooper Industries P/N X8224, General Marine Products P/N GMP5001, or Military P/N M24368/5-001. The assemblies must comply with MIL-SPEC MIL-C-24368/5, NAVSEA Submarine Maintenance Standard 3240-081-0089, and OPNAVINST 11310.3B. Contractors/manufacturers providing these products must offer the products specified on the Qualified Products List (QPL) 24368-23; qualifications certified as of the latest revision of products qualified under military specification MIL-C-243685-003 and MIL-C-224368/5-001, Connector Assemblies, plugs and receptacles, electric, power transfer, short to ship, and ship-to-ship general specification. In addition, contractors/manufacturers providing these products must offer products appearing on the Qualified Products List (QPL) 915; qualifications certified as of the latest revision of products qualified under military specification MIL-DTL-915, cable, electrical, for shipboard use, general specifications. Contractors/manufacturers must meet QPL qualification requirements per FAR 52.209-1, Qualification Requirements, at time of award. Copies of MIL/FED specs, QPL, may be obtained from the ASSIST database on the Internet at https://assist.dla.mil. Offers shall provide FOB destination pricing to PSNS Bremerton, WA. The required delivery date is 12 August 2013. This requirement will be solicited as 100% set-aside for small business using commercial, simplified acquisition procedures in accordance with FAR Part 12 and 13.5 utilizing Low Price Technically Acceptable (LPTA) evaluation factors. The applicable NAICS Code is 335313. The resultant contract will be a firm fixed-price supply contract for delivery to Puget Sound Naval Shipyard and Immediate Maintenance Facility, Bremerton, WA (PSNS & IMF). The solicitation number for this requirement is SPMYM2-13-Q-0279. It is anticipated that the solicitation will be available for download on or around 20 May 2013. The closing date of the solicitation will be on 14 June 2013 at 2:00PM Pacific Local Time, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP and for frequently monitoring the site for any amendments. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render vendor offer non-responsive and result in rejection of the same. Firms interested in submitting offers must: 1) complete the pricing, 2) complete all representation and certifications found in the solicitation, 3) provide manufacturer information of proposed items, and 4) ensure current registration in the SAM (System for Award Management) System.
