- The U.S. Army Corps of Engineers, Charleston District intends to issue a Request for proposal for a Multiple Award Task Order Contract (MATOC) for required services which consist of General Construction and Design Build Construction in support of the various military, civil works, and international and interagency support (IIS) projects. This will be a total 8(a) Contractor Set-Aside Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). This Request for Proposal (RFP) is available for award only for 8(a) Firms certified that have been certified by the Small Business Administration (SBA) as a small business under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction., size standard of $33.5 Million The Scope of Work includes, but is not limited to: General Construction: The Construction portion includes but is not limited to: construction, initial alterations, renovations, real property tenant improvements, and repairs at Government facilities. Typical efforts include, but are not limited to these areas: site work, new construction work, additions, alterations and improvements, repairs, HVAC, electrical, special systems, paving and concrete, roofing, structural systems, energy conservation enhancements, energy saving through different innovation methods, asbestos and lead abatement and mold remediation in accordance with task order technical specifications and all corresponding attachments. Design: The Design portion must be accomplished by qualified, experienced, professional A-E multi-discipline firms. The A-E firms must be capable of design analysis, planning, development, CADD, professional services, pre-design site-assessment, feasibility and concept studies, design, geotechnical investigations and reports, environmental investigations, studies and reports, abatement and sampling, construction documentation, cost estimates, value engineering, post design-shop drawing review, construction phase services, and construction administration. The effort required will be performed primarily within the Charleston District area of responsibility; however the contract could be potentially be used anywhere within the South Atlantic Division region which includes Alabama, Florida, South Carolina North Carolina and parts of Eastern Mississippi. Any work performed outside of the Charleston District region would require approval by the Charleston District. The basic MATOCs will be competed in accordance with FAR 36.3 Two-Phase Design-Build Selection Procedures and Individual Task Orders will be awarded in accordance with FAR 16.505(b) orders under multiple award contracts. The pool of contractors which successfully receive an award will share the total contract capacity of $49M. Each contract will reflect a base year and four subsequent option years There are no drawings associated with this Request for Proposal. Copies of this solicitation are available by INTERNET ACCESS ONLY. Notification of amendments shall be made via Internet only, as well. It is therefore the Contractor's responsibility to check the following address daily for any posted changes to this solicitation.
