- Project Manager Soldier Protection and Individual Equipment (PM-SPIE), Fort Belvoir, VA is issuing this Request for Information (RFI) to collect information for the development and possible future production of non-powered ballistic fragmentation protective transitional lenses. The ultimate goal of this effort is to meet the full technical requirements as described in the draft purchase description (PD). An incremental approach where baseline technologies are developed and then integrated may be taken to achieve the desired results. This RFI is for the purpose of collecting industry/academia feedback on potential technology available to include technology readiness level (TRL) 1 technologies and viability of a non-powered ballistic fragmentation protective transitional lens. In the event that the Government decides to proceed beyond the RFI Phase the Government tentatively plans to utilize Broad Agency Announcements (BAA), Small Business Innovation Research (SBIR) processes and research and development contracts to mature the technology to TRL 5. Request interested parties provide, not later than sixty (60) calendar days of the posting of this RFI, a detailed description of technology available, capabilities of the technology, the TRL and the viability of meeting the PDs requirements. In addition, recommendations/suggestions and/or comments on draft PD are welcome. This information should be provided to via email Patricia M. Cuff, Contract Specialist patricia.m.cuff.civ@mail.mil. This RFI is for planning purposes only and does not constitute an Invitation for Bids, a Request for Quotation, or Request for Proposal. This RFI should not be construed as a commitment of any kind by the U.S. Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any company or entity that responds to this announcement. Interested vendors will be afforded the opportunity to discuss their technology with PM-SPIE after all responses have been received and based upon the availability of Government personnel.
