- THIS IS A SOURCES SOUGHT NOTICE ONLY. The intent of this notice is to identify potential offerors for market research purposes, and to determine whether to set-aside this requirement for small business concerns including firms certified as HUBZone, 8(a), Economically Disadvantaged Woman-Owned Small Business, or Service-Disabled Veteran-Owned Small Business. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this notice. No funds are available to pay for preparation of responses to this notice. Any information submitted by respondents to this notice is strictly voluntary. Information and materials submitted in response to this notice WILL NOT be returned. INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL is seeking information from small business concerns that demonstrate Department of Defense (DoD) Information Assurance (IA) capabilities to support IA requirements for the Littoral Combat Ship Training Facility (LTF) and NAWCTSD Surface and Expeditionary Warfare training system programs. PROGRAM BACKGROUND NAWCTSD is tasked to procure a full range of analysis, modeling and simulation, design, development, production, modification, integration, test, evaluation, delivery, refurbishment, relocation, and product support for LTF and Surface and Expeditionary Warfare training systems. Additionally, LTF and Surface and Expeditionary Warfare training systems will require IA controls implementation and integration, certification and accreditation, and IA sustainment. Integral to the success of NAWCTSD's mission is the ability to complete these IA efforts in the most efficient and timely manner possible. Planned places of performance include San Diego, CA, Mayport, FL, and Newport, RI and additional locations may be added. The Government requires training systems that are in accordance with the following guidance: a. Department of Defense (DoD) Directive 8500.01E, Information Assurance (IA); b. DoD Instruction 8510.01, DoD Information Assurance Certification and Accreditation Process (DIACAP) Instruction; c. DoD Instruction 8500.2, Information Assurance Implementation; d. Department of the Navy (DoN) DoD Information Assurance Certification And Accreditation Process (DIACAP) Handbook; and e. DON CIO Memo 02-10 DON CIO Information Assurance Policy Update for Platform IT, dated 26 April 2010, Enclosure (1) Platform Information Technology Definitions, dated 27 Nov 07 and Enclosure (2) Platform IT Information Assurance Guidance. The North American Classification System (NAICS) Code for this requirement is 541512 and the annual size standard is $25,500,000. The Federal Supply Code (FSC) is R425. NAWCTSD is considering a single source Indefinite Delivery/Indefinite Quantity Contract (ID/IQC) with a period of performance of five years and anticipates issuing firm-fixed price (FFP) task orders. Contract award is anticipated to be Fiscal Year (FY) 2014, 3rd quarter. Any resulting contract is anticipated to have a security classification level of Secret. REQUIRED CAPABILITIES The capability statement shall not exceed ten pages and consist of recent and relevant past performance information in providing the type of services described below as a prime or subcontractor. Include the contracting agency, contract number, dollar value, period of performance and a brief description demonstrating DoD IA capabilities in the following areas: 1. Information Assurance Controls. The offeror designed, developed, integrated and documented the Information Assurance controls on DoD Information Technology (IT) systems utilized in DoD training system programs. Submit three DoD contracts with performance occurring within the past five years. 2. Multi-level Security. The offeror has multi-level security experience that includes developing, maintaining, and accrediting both Windows-based and Linux-based systems across multiple security domains. Submit three DoD contracts with performance occurring within the past five years. 3. Information Assurance / Certification and Accreditation experience. a. The offeror provided a systematic approach to implementing the DoD Instruction 8500.2 IA controls for Mission Assurance Category (MAC) III, Classified and MAC III, Sensitive systems. Submit three DoD contracts with performance occurring within the past five years. b. The offeror hardened training systems in accordance with the Security Configuration Criteria for IA and IA enabled technologies [DoD Security Technical Implementation Guides (STIGs), use of automated configuration tools, testing prior to implementation, procedures for identifying non-compliance, etc]. Submit three DoD contracts with performance occurring within the past five years. c. The offeror completed a DoD Information Assurance Certification and Accreditation Package (DIACAP) and achieve Authorization to Operate (ATO) or complete a Platform Information Technology (PIT) Risk Approval (PRA) Request Package and achieve a PRA. Submit three DoD contracts with performance occurring within the past five years. 4. Information Assurance Management Systems (IAMS). The offeror utilized commercially available off-the-shelf (COTS) solutions for Centralized Management Systems of one DoD IA contract to include Centralized Account Management, Centralized Auditing, Centralized Software Management, Centralized Backup Management and DoD Host Based Security Solution (HBSS). Submit three DoD contracts with performance occurring within the past five years. 5. IA Maintenance and Sustainment. The offeror provided IA support of DoD training systems on a continual basis including performing quarterly scanning and patching, updating of IA configuration management documentation, backing up the systems after verification that the functionality of the trainer was not affected by the patches applied, and preparing Information Assurance Vulnerability Alert (IAVA) reports. Submit three DoD contracts with performance occurring within the past five years. 6. Classified and Sensitive Information. The offeror safeguarded Classified and Sensitive Information in accordance with DoD 5220.22-M. Submit three DoD contracts with performance occurring within the past five years. 7. Cyber-Security Certification Requirements. The offeror utilized certified IA Technical and Management level personnel as required in DoD 8570.01-M/ Appendix 3, paragraph AP3.1.6. Submit three DoD contracts with performance occurring within the past five years. 8. IA Support. The offeror provided IA support of DoD training systems to include rapid reaction capability to respond to situations when a system or device has been compromised causing an impact to functionality. Submit three DoD contracts with performance occurring within the past five years. 9. Program Management. The offeror organized, coordinated, and managed an IA program to ensure compliance with the contract requirements and the timely delivery of the required services. Submit three DoD contracts with performance occurring within the past five years. 10. IA Training. The offeror provided On-the-Job IA training. Submit one DoD contract with performance occurring within the past five years. Respondents will not be notified of the results of this evaluation. The capability statement shall be submitted in writing via e-mail; phone calls will not be accepted. Responses that do not address all the required information will not be considered. Responses SHALL NOT include Classified material.
