Description
The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for marketing purposes only, from capable and reliable sources to perform Site-Adaptation methodology using standardized designs for the construction of a 20kV electrical distribution system to the Justice Center in Parwan (JCIP), as well as the existing Life Support Area (LSA) for the Afghan National Army (ANA). This portion of the project will be delivered using a design-build approach. This electrical work consists of providing a 50 Hz, medium voltage electrical power distribution to the existing ANA LSA facilities and the existing JCIP facilities from the 3MW 50 Hz power plant by others. Additional work included in this construction contract will be delivered using a site-adapt approach; with the standard building designs provided in these contract documents. The contractor shall be required to perform geotechnical studies and develop the civil, site, water infrastructure and final foundation designs for the Afghan National Detention Facility in Parwan (ANDF-P). This work consists of (but not limited to)the following: - the completion of an existing well, to include permanent well pump with chlorination system; - the construction of the well house, - the connection to the existing water storage tank, - the construction of two booster pump buildings, to include all necessary plumbing infrastructure; - the connections to the existing ANDF-P domestic and fire water distribution systems; and - power connections to the well-house and booster pump buildings. This work is located on Bagram Airfield, Parwan Province, Afghanistan. If a solicitation is released at a later date, a Firm-Fixed-Price contract type is being considered. The Period of Performance is anticipated to be 250 days. A. Site location: Parwan Province B. The magnitude of construction is between $1,000,000 and $5,000,000. C. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. In the comments section, provide a statement of your firm's ability to execute projects in Parwan Province, and your ability to obtain access to Bagram Air Base. Additionally, since this is a request for information only, your response shall not constitute an offer. Only those companies who respond with a complete Capabilities Statement shall be considered for inclusion in the competition. Please be advised that in order to be eligible for contract award with USACE, your company must be registered in both the Joint Contingency Contracting System (JCCS) and the System for Award Management (SAM) systems. It is recommended that you take the necessary steps now to ensure that your company is registered in both of these systems. JCCS is the primary system for host nation vendor vetting for CENTCOM. Effective 01 October 2011, offerors for all USACE solicitations shall be JCCS registered. Information on JCCS registration is available at: https://www.jccs.gov/olvr/bta_jccs_default.aspx. The System for Award Management (SAM) replaced Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) in July 2012. SAM combined the capabilities and data of these systems together, streamlining processes and simplifying access to information.
