Description
The Department of Veteran Affairs (VA) is issuing this Sources Sought Notification. The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT The Government is contemplating the solicitation and award of a contract to provide support to VA Office of Resource Management (ORM) in the task areas below. The Office of Resolution Management (ORM) is the organization within the Department of Veterans Affairs (VA) responsible for providing a variety of services and programs to prevent, resolve, and process workplace disputes in a timely and high quality manner. ORM provides Equal Employment Opportunity (EEO) discrimination complaint processing services to VA employees, applicants for employment and former employees. Complaint processing services include counseling, investigation, and procedural final agency decisions (Letters of Acceptance/Dismissal). Annually, ORM receives in excess of 4,300 initial contacts from parties for EEO counseling; 2,300 formal complaints are filed which will require a procedural final agency decision; and ORM completes in excess of 1,600 investigations in accordance with the Equal Employment Opportunity Commission (EEOC) regulations. The Government anticipates the contracts may require some of the following labor categories: EEO Specialists, EEO Counselors, EEO Investigators, and other labor categories that categorically pertain to the following task areas. TASK AREAS: EEO Claims Processing Services, which include Counseling, Investigation, and Draft Letters of Acceptance/Dismissal. SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought does not constitute a request for proposals. Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses to this Sources Sought are restricted to small businesses. If your organization has the potential capacity to perform these contract services, please respond to this Sources Sought as follows- Cover Sheet - 1 page Please provide the following information: 1. Organization name, address, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Type of business, and small business categories, as applicable. 4. If applicable, GSA contract number, schedule, and SIN category. Index - 1 page Please provide an index to assist the Government in identifying where you have addressed each question below in your Capabilities Statement and Market Information. Please provide question number and corresponding page and section heading and/or paragraph number. Capabilities Statement and Market Information - no more than 5 pages Please respond to the following questions by providing a capabilities statement and market information: 1. Please describe how your company's expertise supports the annual processing of 500 to 1,000 EEO investigations; 200 to 400 EEO counseling episodes; and the drafting of 100 to 200 letters accepting and/or dismissing formal complaints of discrimination. Please specify if your company can satisfy this effort alone or through a teaming arrangement/partnership. 2. Please provide a brief description of your company that includes job classifications and number of employees. 3. What experience does your firm have in handling information protected by Privacy Laws Governing the Public Sector, i.e., Privacy Act of 1974, Health Insurance Portability and Accountability Act of 1996?
