SOURCES SOUGHT NOTICE The Portland OR VA Medical Center (PVAMC) is seeking the following professional services: Project Scope: This contract is required because Portland Path&Lab (PLMS) needs reference lab services for Nasal Swap and Bronchial Alveolar Lavage specimen types using Respiratory Viral Panel on the Luminex. PLMS usually does this testing in house. Although, because of the sensitivity and complexity of our testing platform, the testing platform is at times unavailable. To insure test results from reference labs correlate with our in-house results, both labs shall use the exact same platform. In other words, the contractor methodology/platform shall mirror PVAMC PLMS methodology/platform. Our test methodology/ platform is Luminex 100 xTagTM technology with quantitative results as opposed to qualitative results. The targets for the Luminex 100 xTagTM are different than the targets other methodologies. For the past several years, when our instrument has been down PVAMC has partnered with Viracor-IBT Laboratories to have these test performed using Nucleic acid based methods. Historically, traditional methods such as direct fluorescent antibody (DFA) assay and culture methods have been used to assist physicians in diagnosing viral respiratory tract infections. Nucleic acid sequence-based amplification has shown greater sensitivity than DFA and culture with the additional ability to detect the presence of multiple and emerging viruses rapidly. The ability of Viracor to identify a particular virus quickly and specifically as the etiologic agent for syndromic diseases like bronchiolitis and pneumonia has been demonstrated to result in reduced hospital stays, decreased use of unnecessary antibiotics, and elimination of superfluous diagnostic procedures and laboratory tests. Firms offering a response to this notice should ensure that their registration in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/ is current and should ensure that the applicable NAICS code (621511) is included in the SAM profile prior to submission of quotations. The anticipated Base period of this contract shall be from date of award, through 09/30/2013. There shall be 4 possible option years to exercise, depending on the needs of the VA.
