- The Mission and Installation Contracting Command - Fort Hood intends to award on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Fort Hood Morale, Welfare, and Recreation Fund (Club Hood), 24th Street and Wainwright Drive, Bldg 5764, Fort Hood, TX 76544, to provide room rental for III Corps Command Group Events (Newcomer's Briefs, Commanding General Officer Professional Development (OPD) training events, Community Service Council (CSC) meetings, and Command Sergeants Major (CSM) Empowerment Sessions. All III Corps Command Group Events will require a room with a maximum capacity of 500 personnel. Set up and tear down shall be provided as a common business practice in accordance with Contractors price lists. Club Hood is the only reasonable source who can provide the required services in order to ensure the safety and security of participants at these scheduled events. On the installation, facilities incorporate all required antiterrorism protection measures and requirements IAW AR 525-13. High profile functions should be conducted at on-post facilities due to enhanced security, sufficient access control measures and 100% vetting of visitors entering the installation. These types of venues present a tempting target by terrorists or criminal elements against senior leadership and community leaders. Off post venues would result in an unacceptable level of risk of potential attack or disruption by terrorist or criminal elements. Time is a considerable factor in fulfilling this contract because the Command Group Personnel are operating under a set schedule and travel time to and from an off post event would reduce command time. Soldiers and families that participate in these events would require longer time away from performing work or other duties. Many of these events are scheduled around peak traffic times which also added to time away from work and duties. Transportation for Command Group Personnel, Senior Leaders and up to 500 soldiers is a major factor that has implication on time and security. The resulting purchase order will be a Firm Fixed Price award for a period of one 12-month base period with two 12-month option periods. Firms are requested to submit any questions/concerns regarding this noncompetitive contract directly to the contract specialist, Mark Ramey, at mark.a.ramey10.civ@mail.mil, and the contracting officer, Juan Perez, juan.c.perez8.civ@mail.mil, no later than 2:00 PM CST 3 June 2013. Questions submitted by other means will not be evaluated or considered. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this acquisition is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses). The Small Business Size Standard is $25.5M.
