- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA118-13-Q-0224 and is issued as a request for quote. Quotes are due to be in receipt by this office no later than 05/22/2013 at 12:00 PM EST. Quotes shall be submitted to Susja Bellobuono at susja.bellobuono@va.gov and Carolyn Klein at carolyn.klein@va.gov. This solicitation is issued on an other than full and open competition basis in accordance with 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The intended source is RouteMatch Software, Inc. as the required Data Interface Module (DIM) perpetual software licenses that were previously purchased and installed at the three Department of Veterans Affairs (VA) Pilot Sites are proprietary to RouteMatch, Inc. The DIM perpetual software licenses and associated support services will be used in the roll out VA's Veterans Identification Card (VIC) and Veterans Health Information Systems and Technology Architecture (VistA) integration pilot under this contract. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. VA, Office of Information Technology, Product Development requires support services to roll out the VA's VIC and VistA integration pilot at three designated VA pilot sites. During the development phase of this project, the DIM perpetual software licenses were implemented at the three VA pilot sites. The DIM perpetual software licenses and associated support services will be used in the roll out VA's VIC and VistA integration pilot. The DIM perpetual software licenses and associated support services are proprietary to RouteMatch Software, Inc. RouteMatch Software, Inc. does not have affiliation or agreements in place with any authorized resellers to resolve technical problems and/or obtain RouteMatch Software, Inc. software updates. The proposed action is for a firm fixed price contract for support services to roll out the VA's VIC and VistA integration pilot at three designated VA pilot sites. The period of performance for this contract is three months from date of award. The Contracting Officer (CO) named herein will maintain the contract administration functions for this contract.
