- The work includes construction of a surcharge mound, demo, removal, and replacement of existing HHD Culverts S-281(5a) and S-282(5)Culverts; installation of temporary earthen and sheet pile cofferdams for dewatering and excavation; By passing turbidity monitoring, and erosion protection; construction of a ne in place reinforced concrete structures consisting of foundation, headwalls, and three encased 10 feet diameter steel lined culvert barrels; installation of combination flap/slide gates and manatee screens; and internal drainage system and cutoff wall will be constructed within the embankment; construction of a control building with telecommunications; and final surface treatments such as riprap, asphalt, sod, and lime rock. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated on Technical Merit, Past Performance, Small Business Participation and Price. The performance period is approximately 980 calendar days after NTP, and 90 days for establishment of grassing. An organized site visit has been schedule for 30 May 2013 at 10:00 A.M. Participants will meet on the Herbert Hoover Dike Bike Trail entrance immediately north of S-282 (Culvert 5). RSVP no later than Tuesday, 28 May 2013 to attend site visit with name, company, phone number and email address to Sherilyn Connor at 561-790-5506, Ext. 2003. Site visits will be performed in small groups due to physical site restrictions. Expect delays. Carpooling is strongly suggested. Magnitude of construction is between $25,000,000.00 and $100,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. The solicitation will be issued on or about 22 May 2013 with proposals due on or about 25 June 2013.
