Intelligence, Security, Search and Rescue Advisor Bogota, Colombia Issuance Date: 05/19/2013 Closing Date: 05/31/2013 SOLICITATION NUMBER: PSC-13-035-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. SOLICITATION NUMBER: PSC-13-035-INL 2. ISSUANCE DATE: 05/19/2013 3. CLOSING DATE: 05/31/2013 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 5:00 PM, EST 5. POSITION TITLE: Intelligence, Security, Search and Rescue Advisor 6. MARKET VALUE: $80,728- $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia. The position provides intelligence collection and exploitation, search and rescue (SAR) coordination and support, force protection (FP) analysis and supervision, and contract oversight. The program uses a fleet of Department of State (DOS) International Bureau of Narcotics and Law Enforcement (INL/A) aircraft and a cadre of personnel to support the Colombian National Police (CNP) and military forces. The goal of the counternarcotics (CN) program in Colombia is to curtail of the supply of illegal drugs from Colombia through aerial eradication of illicit corps, interdiction of refining laboratories and trafficking activities, and related enforcement operations. The purpose of this position is to support three major areas within the CN programs and the oversight of a major aviation support contract. The incumbent will affect interagency coordination and information sharing between the US Embassy, host nation CN police and military forces, aviation support service contractors, and other participating agencies. Will evaluate operational, training, and security program effectiveness of in-country DOS activities related to contractor FP and host nation (HN) SAR activities. Provide expertise and oversight of the contractor intelligence and security programs to ensure intelligence information is accessed and utilized appropriately and personnel security is adequate throughout Colombia. Relationship The Intelligence, Security, and SAR Advisor will serve as the principal advisor to NAU Senior Aviation Advisor and report directly to the Deputy Senior Aviation Advisor for all matters related intelligence, security, search, and rescue. This position is in direct support of the Aerial Eradication, Colombian Army (COLAR) Aviation and Counternarcotics Brigade programs. Duties and Responsibilities: 1. Oversee the intelligence and security programs for the NAS Aviation Unit (NAU). Coordinate with a myriad of United States Government (USG) and HN agencies on intelligence and FP issues. Consult with and/or provide recommendations to the Senior Aviation Advisor (SAA), other US Advisors, and program managers regarding ongoing projects, intelligence issues, SAR and FP postures. 2. Assist, as required, and perform oversight and evaluation of the contractor intelligence, security, and FP programs. Submit periodic written evaluations of the contractor's activities, and provide comprehensive award fee input to the SAA regarding contractor activities related to intelligence, security, and FP support. Ensure contractor programs meet US Embassy and DOS standards. Ensure the contractors provide for the protection of all US and HN program personnel. 3. Assist program managers by coordinating with the US Embassy and HN intelligence organizations to obtain intelligence information for use in mission planning and use in the security of the Aerial Eradication, COLAR Aviation, and CN Brigade programs. Provide intelligence information to DOS, contractor, and HN aviation and ground operations personnel. 4. Coordinate with the CNP and military forces to gain access to HN intelligence information for integration in the Common Operating Picture (COP). Ensure this information is used by the contractor and HN support elements in mission planning and execution and when developing security, FP and SAR plans. 5. Manage the NAU security clearance and background investigation process. Manage all issues related to background investigations and security clearances for all NAU personnel. Act as the primary NAU liaison with the Regional Security Office. 6. Oversee NAU, HN, and contractor physical, information, and communications security programs. Ensure all personnel have the proper security clearances and background investigations. Ensure all personnel are properly trained and are in compliance with physical, information and communications security requirements. 7. Oversee, coordinate, and train personnel in the development of construction projects that are related to physical security and FP for NAU facilities and forward operating locations (bunkers/revetments/billets). 8. Manage NAU individual weapons training program. Oversee the contractor individual weapons program. Ensure all individuals' issued weapons (M-9 Pistols/M-4 Carbines) are qualified and proficient in their use. 9. Ensure the HN SAR package is properly organized trained and equipped to fulfill mission requirements. Conduct and monitor quarterly exercises of the HN SAR capabilities. Develop and implement recommendations as required. 10. Develop, coordinate, and prepare completed staff actions as directed by the SAA. Submit written reports, studies, and other documents related to security, intelligence, FP and SAR issues that affect HN and program personnel. Complexity: 1. Assignments include the analysis of all facets of aviation and ground operations and include a fleet of tactical fixed-wing, rotary-wing, and intelligence, surveillance, and reconnaissance (ISR) aircraft and a counternarcotics brigade which function within an integrated program of diverse counternarcotics missions. These missions include aerial eradication, air-mobile interdiction, air assault, sustainment, host nation aviation training, and nationalization. 2. The advisor must be knowledgeable of the collection capabilities of ISR assets and the rigorous analysis of intelligence products in support of FP and SAR activities. 3. The advisor must apply specialized and professional knowledge in the application of FP and SAR principles and procedures to oversee the aviation support contractor, CNP, and Colombian Military operations at the two main bases and multiple forward operating locations throughout Colombia. Scope and Effectiveness The Advisor will perform broad and extensive assignments related to INL programs to include continuous analysis of interrelated issues that could potentially impact the mission effectiveness, security, and safety of personnel conducting aviation and ground operations in support of the counternarcotics mission. The advisor oversees multi-national/multi-cultural training programs, plans, policies, and procedures for the NAU. Personal Contacts The advisor will coordinate with multiple entities to include high level US Embassy and HN officials and will make recommendations on the implementation of all facets associated with their area of expertise. The advisor is expected to maintain close working relationships with all levels within the US Embassy, host nation and USG counterparts. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. Minimum Qualifications: 1. U.S. citizen, able to obtain/maintain a DOS Secret security and medical clearances. 2. Demonstrated experience with a minimum of ten-years of related experience in planning, coordinating, and supervising FP operations at overseas locations. 3. A minimum of five-years of experience in SAR. 4. A minimum of five-years of experience working within the DOD and/or U.S. Law Enforcement Intelligence Communities. 5. Demonstrated experience of formal training and certification as a U.S. Armed Forces or U.S Law Enforcement Firearms Instructor. 6. Demonstrated ability to read, write, and speak the Spanish language at the technical and conversational level, documentation that demonstrates a minimum DLPT 3/3. 7. Proficient in Microsoft Office Suite. 8. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. Preferred Qualifications: • Demonstrated experience in CN programs and operations. • Prior formal training as a Contractor Officer Technical Representative (COTR) at a DOS-recognized training facility. • Formal training and certification as a US Armed Forces or Law Enforcement instructor. Evaluation Criteria: Factor 1: Program Experience (30 Points) Demonstrated ability to perform oversight and evaluation of contractor security and FP program and the HN SAR program. Ability to ensure security and FP of all program personnel in a hostile environment. Ability to oversee and coordinate construction related to physical security/force protection of facilities. Factor 2: Diplomatic Experience (25 Points) Demonstrated ability to coordinate with US Embassy and HN intelligence organizations to obtain information for use in mission planning and execution related to the Aerial Eradication, COLAR Aviation and CD Brigade programs. Ability to perform liaison with the CNP and military forces and integrate their resources into the NAU intelligence system in support of the NAU mission sets. Factor 3: Past Performance (25 Points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Factor 4: Knowledge and Abilities (20 Points) Demonstrated ability to manage all NAU Security Programs in areas such as physical security, information security, communications security, security clearances and background investigations. Ability to provide direction, coordination, and oversight of individual weapons training for contractor and NAU program personnel Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
