- Notice of Intent to Sole Source to EDAX. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Friday June 7, 2013 by sending an e-mail to valarie_reinholz@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 1 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: EDAX Incorporated DUNS: 011655375 NAICS: 334516 Analytical Laboratory Instrument Manufacturing The proposed action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The US Fish & Wildlife National Forensic Lab is need of a replacement EDAX Eagle II XRF, Orbis PC Elemental Analyzer System. The EDAX Orbis instrument has a dual capability of a small spot analysis and a large spot for bulk analysis. Both of these capabilities are desirable for the varied sample types that we receive in case submissions. The EDAX Orbis is a replacement for an instrument manufactured by the same company, and, therefore, uses the same type of software. All data stored on the current EDAX system is in a proprietary format. For compatibility of the data in future analyses, the Laboratory requires that the XRF upgrade be EDAX equipment. The Orbis Silicon Drift Detector (SDD) allows a much higher resolution than the standard Silicon-lithium Si/Li detector. The EDAX ORBIS is manufactured in the US. The EDAX system is in a proprietary format which we use in daily casework and has a much higher resolution than the standard Si/Li detector. The EDAX System which has the Orbis Silicon Drift Detector (SDD) is the only one that has such a high resolution which is needed in case work. US Fish & Wildlife intends to purchase this item to maintain continuity of tests and casework and software generated around this particular machine. New baselines would be required and peripheral equipment would require recalibration with a different analyzer.
