Description
NASA/KSC has a requirement for ablative heat shield sample block evaluations. NASA/KSC intends to purchase the items from PaR Systems Incorporated, Kennedy Space Center, FL 32899. The evaluation is continuation of a previous effort to investigate nondestructive evaluation techniques for the indentification of manufacturing defects and disbonds in ablative heat shield materials. This effort was initiated under a non-competitive contract with United Space Alliance due to the specialized expertise developed while inspecting ablative heat shield materials for space vehicles under the Constellation program.The effort must now be continued with PaR Systems as they acquired the United Space Alliance equipment, personnel, and specialized expertise to complete the project. The Government intends to acquire a commercial item using FAR Part 12. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, May 24, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are no acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
