Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Solicitation will be issued for a Firm-Fixed Price (FFP) five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Repaired/Remanufacture of the AN/SLQ-32 Output Travel Wave Tube (TWT), AN/SLQ-32 Driver TWT, and AN/SLQ-32 Sidekick TWT in accordance with the Statement of Work (SOW) and Performance Specifications. The AN/SLQ-32 TWTs are an integral part of the AN/SLQ-32 Electronic Countermeasures System. The solicitation will request offerors to propose pricing with First Article (FA) units OR propose pricing without FA units. The solicitation will also state that the FA may be waived for any offeror who has previously passed FA testing for the three (3) different types of AN/SLQ-32 TWTs. The ordering period is five (5) years and the solicitation will contain the following CLINs: CLIN 0001: Repaired/Remanufactured AN/SLQ-32 Output TWT - FA 2 Each, Min 1 Each, Max 2,400 Each CLIN 0002: Repaired/Remanufactured AN/SLQ-32 Driver TWT - FA 2 Each, Min 1 Each, Max 300 Each CLIN 0003: Repaired/Remanufactured AN/SLQ-32 Sidekick TWT - FA 2 Each, Min 1 Each, Max 150 Each The delivery shall be FOB destination. Inspection and Acceptance will be at Destination. Initial delivery shall commence 180 days after issuance of a delivery order with the following delivery schedule: CLIN 0001: Repaired/Remanufactured AN/SLQ-32 Output TWT “ 2 FA Units “ 180 Days After Date of Contract (ADC); NO FA - 50 units per month commencing 180 days after receipt of order and 30 units per month thereafter until complete CLIN 0002: Repaired/Remanufactured AN/SLQ-32 Driver TWT - TWT “ 2 FA Units “ 180 Days After Date of Contract (ADC); NO FA - 20 units per month commencing 180 days after receipt of order and 10 units per month thereafter until complete CLIN 0003: Repaired/Remanufactured AN/SLQ-32 Sidekick TWT - TWT “ 2 FA Units “ 180 Days After Date of Contract (ADC); NO FA - 20 units per month commencing 180 days after receipt of order and 10 units per month thereafter until complete This acquisition is a full and open competition and all responsible Offerors may submit an offer that will be considered. The Government intends to award the procurement for the Repair/Remanufacture or New AN/SLQ-32 Output Travel Wave Tube (TWT), AN/SLQ-32 Driver TWT, and AN/SLQ-32 Sidekick TWT to the responsible Offeror whose offer is the Best Value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. The Government reserves the right to award multiple awards from this solicitation. Offers that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. This solicitation will be available to download via WWW at http://www.fbo.gov/ and/or https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Utilizing the œsubmit bid  feature on the NECO website does not guarantee the proposal will be received by the appropriate party. Proposals must be submitted to the appropriate party stated in the solicitation. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and/or NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and will be considered for future discussions and/or award. To be eligible for award, interested Offerors must be certified under the Joint Certification Program and provide confirmation as detailed in the solicitation. Proof of JCP registration must be provided prior to being issued some of the technical information. More information will be provided in the solicitation.
