- SALTII RFI (N6311613-01-SALTII) SIMULATED AMBULANT LAB TECHNOLOGY II (SALT II) FOR THE NAVAL HEALTH RESEARCH CENTER (NHRC) ADMINISTRATIVE Release Date: 20 May 2013 This REQUEST FOR INFORMATION is for the SIMULATED AMBULANT LAB TECHNOLOGY II (SALT II) Program for NHRC. WHITE PAPERS ARE DUE NO LATER THAN 15:00 EST on 30 May 2013 to jeremy.a.deorsey.ctr@mail.mil. If you have any questions, please send it via e-mail. INSTRUCTIONS TO WHITE PAPER AUTHORS WHITE PAPER SUBMISSION White papers should only be sent via e-mail with a PDF file. TECHNICAL AREA Please provide a cover letter on company letterhead and attach the white paper with the content described below. Administrative/Baseline Requirements Administrative/baseline requirements are go/no-go requirements. Offeror's white paper shall state that they meet each of the baseline requirements below: FAR Subpart 52.219-14 Compliance (prime 50% direct personnel cost): The offeror shall state in their white paper that they will comply, if in the event of a small business award. If the small business anticipates using a subcontractor, then the name of the potential subcontractor and the percentage for that contractor shall be disclosed. Including a subcontractor as part of the prime's team does not allow for the use of the subcontractor's experience or qualifications for that of the prime contractor. Performance Requirements White papers will briefly demonstrate the offeror's technical manpower and resources necessary to complete the requirements in the context of the subject matter area. Additionally, the offeror shall demonstrate some understanding of the technical requirements in the context of relevant experiences, not to be confused with past performance information. Resumes are not required (but can be included if it may add value to the white paper) during the RFI/white paper phase. Performance Work Statement (PWS) A PWS is not required during the RFI phase. However, briefly explain where the offeror is adding value on top of the SOO provided by the Government. REQUEST FOR INFORMATION SIMULATED AMBULANT LAB TECHNOLOGY II (SALT II) FOR THE NAVAL HEALTH RESEARCH CENTER (NHRC) This is a Request for Information (RFI). Offerors are invited to submit a White Paper in response to this RFI and the attached preliminary Statement of Objectives (SOO). Format of the White Paper shall be in accordance with the RFI Instructions. White Papers are due seven (7) working days from the posting/transmittal date. Offerors submitting a White Paper electronically via e-mail to the ACC-NCD point of contact: jeremy.a.deorsey.ctr@mail.mil. White papers are due 30 May 2013 at 15:00 EST. The White Papers will be used by the Government to complete its Market Research documentation, to include the small business determination. In order for the Government to make a SBSA determination, there must be the reasonable expectation of (1) obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery; and (2) obtaining from small business the best scientific and technological sources consistent with the demands of the proposed acquisition for the best mix of costs, performances, and schedules as defined by FAR Part 19.5, Small Business Set Asides. Offerors should demonstrate their pricing through published prices in their GSA Schedule (if applicable) or through historical commercial pricing. If the Government determines that the BPA requirements are not appropriate for award as a SBSA, the requirement will be solicited as Full and Open. This RFI does not commit the Government to any contractual agreement. The Government will not pay for preparing any information developed or sent to the Government and will not recognize any costs associated with submission of comments. Any proprietary information should be so marked. SALT II FOR NHRC STATEMENT OF OBJECTIVES This acquisition will provide scenario support by providing a local site and resources to meet NHRC's need. NHRC's needs for this procurement are as follows: 1.Location of Contractor's lab environment: a.The Contractor's facility shall be within a 55 mi radius of the Point Loma Campus. The intent is to allow for NHRC Principal Investigators (PIs) to participate as required. 2.Contractor's Facility shall provide the following: a.The facility shall be able to re-create military scenarios that simulate situations for both during and post-deployment in the realm of Military's Medical Mission. b.The facility shall have the ability to apply a variety of controlled stressors in a realistic lab environment. These stressors include but are not limited to physical (such as light, sound, smoke, temperature, etc) and mental (such as rush, stress induced scenarios, etc.). c.The facility shall set up scenarios for a hands-on approach (ambulatory venue) and go beyond computer simulations. d.The use of special effects shall meet the intent of recreating real-world missions and scenarios. e.Contractor shall include staff that is trained to re-create required military medical scenarios in great detail by controlling and manipulating both the physical and sensory environment. f.The contractor shall be able to provide professional role players. The specifics of the professional role players will be described in the Part 3 below. g.Facility shall be approved for simulated ammunition that includes but is not limited to artillery simulators and blank ammunition. h.Creative and constructive debriefs shall occur between simulated exercises with the added benefit of watching the events of each scenario unfold. i.Custom scenarios shall be developed and custom sets must be constructed as required. j.Contractors shall provide needed classroom-type equipment to deliver information from a central point to those who are involved in the mission. k.Contractors shall provide any needed equipment that would be beneficial to the realism when creating and conducting the medical scenarios. l.Facility shall be able to provide realistic environments capable of testing and assessing any prototypes, rapid prototyping, and other Research and Development capabilities as required such as recreation of environments relevant to Combat Casualty Care. The contractor will not be directly performing any human subject use or other clinical trials and therefore a DHHS Federal Wide Assurance (FWA) or DoD-Navy Addendum will not be required of the contractor. Contractor must be able to adhere to all other Federally Required Regulations in the scope of this BPA. m.Facility shall be able to include customized quote mark sets quote mark to be built as required and described by the requestor for each Call. n.Contractor's venue shall be supported with current technology sufficient enough to provide meaningful documentation for the SALT II Program. i.Perspectives shall be viewed from multiple angles, including overhead viewing. ii.Facility shall have state-of-the-art digital audio and video systems that capture the training scenarios for analysis in classrooms with large screen projection. iii.The video system shall be able to display all recordings simultaneously. iv.The facility shall be able to deliver these results to designated personnel as required which will be described by the requestor for each Call. v.Users shall take away DVDs with the day's simulated scenarios downloaded for exclusive use by the client. vi.Contractor shall present findings at the client's location, if required. 3.Contractors shall provide Professional Role Players that meet the following: a.Working knowledge of scenario prior to start. b.Ability to recreate realistic injuries and wounds that includes but is not limited to Combat Wound Special Effects. i.These wounds include but are not limited to trauma make-up, props, etc. ii.The level of detail should be to the level of realistic quote mark Hollywood quote mark effects or better. iii.Types of wounds include but are not limited to weapons related injuries, Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) related injuries, etc. c.Have the ability to perform the required roles to recreate various stressors experienced within the scope of each scenario. These stressors include but are not limited to the recreation of a traumatic scene from a Post-Traumatic Stress Disorder (PTSD) sufferer. d.Have the ability to perform common roles such as civilian interactions. e.All roles shall be unique to the given scenarios performed. f.Additional roles shall include limited-interaction roles that include but are not limited to performing as infected, amputation, and head injury patients. Administrative Requirements a.Period of Performance: Ordering period shall be for 36 months from date of BPA award. b.Government Furnished Facilities (on-site) and Government Furnished Information: (i)The requirement is of Off-Site only; no Government Furnished Facilities are authorized. c.Management Requirements: Monthly status reports will be accompanied by its matching invoice and DD250 for client approval/signature before submitting each invoice into the WAWF. Signed DD250 shall be uploaded into WAWF as an attachment to the monthly invoice (cost voucher for CPFF; combo for FFP for services and supplies; or 2-in-1 for FFP services only). An e-mail from the cognizant client can serve as a substitute for a signed DD250. In such case, the e-mail shall be uploaded into WAWF with the invoice. This process still applies for those contractors have DCAA/DCMA-approved direct payment authorization. d.NAICS Code for SALT II: 541380 - Testing Laboratories (excluding medical and veterinary) - Small Business Size Standard is $14.0 million. e.Market Research: This requirement is not over the Simplified Acquisition Threshold. It falls under FAR SUBPART 13.5 Test Program for Certain Commercial Items which increases the use of Simplified Acquisition Procedures up to $6.5 million. f. Other Contract Requirements: (i)This SOO has been reviewed and contains no services that are inherently Government functions. (ii)Performance of this SOO may include access or exposure to private information subject to compliance to FAR Subparts 52.224-1 and 52.224-2. (iii)Performance of this SOO may include dissemination of information / publishing subject to compliance with client requirements.
