- RE: RFQP06161300017, Bread, 4th Quarter, FCC Victorville Federal Bureau of Prisons, Federal Correctional Complex (FCC), Victorville, CA Dear Quoter, This cover letter precedes a solicitation package prepared by the Federal Bureau of Prisons, Contracting Office, for the provisions of Bread items, 4th Quarter, Fiscal year 2013 for the Federal Correction Complex (FCC), Victorville, California. This package contains all necessary information to submit a quote. In submitting a quote, quotes should consider all information herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of quotes. All potential quoters are advised that this solicitation includes the clause at FAR 52.212.4(Oct 2003) for Commercial Items. This clause requires all contractors doing business with the Federal Government to be registered in the System for Award Management Registration website (SAM) at www.sam.gov. Quoters should include their Data Universal Number System (DUNS) number in their quotes. The Contracting Officer will verify registration in the (SAM) database prior to award by entering the potential quoter's DUNS number into the SAM.GOV website for verification. Quoters are required to complete the annual representation and certifications electronically via the On-line Representation and Certifications Application (ORCA), which should be completed at http://oraca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212.1 (Jan 2005) Instructions to Offerors-Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212.3 Offeror Representation and Certifications with your quote. Failure to complete the registration procedures outlined in this clause may result in elimination for consideration for award Sealed quotes shall be received on or before the deadline of June 3rd, 2013 at 2:00pm Pacific Standard Time. Quoters must bid on the exact items listed in the solicitation. All quantities and packaging types of items up for bid MUST BE EXACTLY AS ANOTATED ON THE SOLICITATION. Quoters attempting to make "pen changes" to the solicitation in order to offer substitutions will not be considered for award. ANY deviation from these specifications may result in cancellation of an award. Please include a contact phone number and an email address where awards may be sent.
