Description

The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis one (1) Synapsis Radar with accompanying components, as set forth on the attachment herein, from Raytheon Integrated Defense Systems, 8680 Balboa Avenue, San Diego, CA 92123, D&B# 964265664 on a firm fixed price basis, F.O.B. Destination, to Receiving Officer, 6220 Tisdale Road, NSWCDD, Dahlgren, Virginia 22448. The reason for this sole source is that the Raytheon X-Band radar replicates existing ship based radar that must be tested and integrated with the SSL-QRC systems and transistioned to ships at sea in subsequent integrations. The radar integration requires 100% replication match for the specified radar to ensure engineered design fidelity for test and evaluation validation of the SSL-QRC systems. Substitutions are not acceptable. Responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency. As part of their response to this Request, Offerors SHALL provide the following: D&B#, System for Award Management (SAM) status (formerly CCR & ORCA), and shall not be listed on the Suspended or Debarred Listing (EPLS) at time of award.
