Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as an alternative if the FBO website is unavailable. Naval Surface Warfare Center, Crane Division has a requirement for production of magnetic components to support repair of the AN/ALQ-184 High Voltage Power Supplies (HVPS) in accordance with part numbers listed on the solicitation. This requirement is planned as a non-commercial Firm-Fixed Price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract for a period of three (3) years. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, œOnly one responsible source and no other supplies or services will satisfy agency requirements.  Offers will be solicited from Robert M. Hadley Company, Inc. (Hadley), 4054 Transport St. # B., Ventura CA 93003-8325. The basis for restricting competition is that Hadley is the only certified source of supply for these magnetic components and the duplicative costs/timeline required to develop another source is cost/time prohibitive at this time. Specific items are required to meet exact form, fit, and function replacement part for existing equipment. This procurement is for ten (10) magnetic components used as form, fit, and function replacements during depot repair of the ALQ-184 HVPSs. A Statement of Work will be available within the issued solicitation. CLINs are listed below. CLIN 0001 “ Transformer, Pulse Width Modulation (PWM)/Clock, 80952908 “ Min 0/Max 200 CLIN 0002 “ Transformer, +/-12V (Volts), 80952909 “ Min 0/Max 200 CLIN 0003 “ Inductor, 100 ΅H, 80952910 “ Min 0/Max 400 CLIN 0004 “ Inductor, 4mH, 80952911 “ Min 0/Max 200 CLIN 0005 “ Inductor, 1mH, 80952912 “ Min 0/Max 200 CLIN 0006 “ Transformer, Collector Current Sense, 80952707 “ Min 50/Max 200 CLIN 0007 “ Transformer, High Voltage, 80952709 “ Min 50/Max 200 CLIN 0008 “ Transformer, Heater, 80952804 “ Min 100/Max 400 CLIN 0009 “ Transformer, High Voltage Collector, 80967801 “ Min 0/Max 200 CLIN 0010 “ Inductor, Filter, 80953911 “ Min 100/Max 400 CLIN 0011 - Delivery of data as required by Data Item Numbers A001. The CLIN will be Not-Separately-Priced (NSP). Delivery will be FOB Destination at NSWC Crane. Final inspection and acceptance will be at destination. The Contractor must be registered in the System for Award Management (SAM) database, located at http://www.sam.gov. The documents are limited distribution (Distribution D) and will not be made available unless approval is granted. Interested contractors must be registered in SAM and the Joint Certification Program (JCP) in order to receive access. Information about the JCP is located at http://www.dlis.dla.mil/jcp. The solicitation will be available on or about 17 June 2013 at the two websites listed above. Interested parties can download the solicitation from the two websites listed above, for no hard copies of the solicitation will be mailed. The solicitation closing date will be on or about 22 July 2013. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of Offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered. This is not a Request for Proposal.
