- Amended Combined Synopsis/Solicitation for a Microwave-Frequency Signal Generator Amendment 001: This below combined synopsis/solicitation for a Microwave-Frequency Signal Generator is hereby amended. The solicitation is hereby replaced in its entirety. The due date for quotation is hereby extended from May 24, 2013 to May 31, 2013. All other terms and condition of the below combined synopsis/solicitation remains unchanged. SUBJECT: Microwave-Frequency Signal Generator SOLICITATION NUMBER: SB1341-13-RQ-0344 RESPONSE DATE: May 31, 2013 CONTACT POINTS: Elouise Fripp, Contract Specialist, (301) 975-5309 Andrea Parekh, Contracting Officer, (301) 975-6984 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-66. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis is to notify Contractors that the Government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. Prospective Offerors are responsible for downloading the solicitation and any amendments. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quote (RFQ). 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions or concerns regarding this solicitation in writing via e-mail to the Contract Specialist (Elouise Fripp) @ elouise.fripp@nist.gov.with copy to Andrea Parekh, Contracting Officer @ andrea.parekh@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. This requirement is restricted. ****All interested Contractor's shall provide a quote for the following: ****The type of Purchase Order awarded will be Firm Fixed Price (FFP). Line Item 0001: Quantity One (1) Microwave-Frequency Signal Generator. The systems must meet or exceed all of the minimum specifications identified herein. All equipment must be new. Used or remanufactured equipment will not be considered for award. Specifications The National Institute of Standards and Technology is seeking to purchase a Microwave-Frequency Signal Generator for use in a cavity ring-down spectrometer (CRDS). 1. Wide signal frequency range; minimum range of 10 MHz to 20 GHz is required, 2. High signal power output (minimum of +19 dBm) to drive the Electro-optic modulator (EOM) to achieve the required amount of wavelength modulation of the laser. 3. Fast frequency hopping is required to maximize data acquisition rates. A maximum of 100 microsecond delay between two signal frequencies is required to overcome performance limits of the current CRDS. 4. Electronic triggers: Signal generator shall be able to accept a signal to cause the output frequency to be changed, and an output signal needs to be accessible that indicates when the change has been completed. The Contractor shall provide a minimum one (1) year warranty. The Contractor shall be responsible for the system during transit. All costs and other expenses necessary to repair equipment will be borne solely by the Contractor at no additional cost to the U.S. Government. Delivery shall be provided not later than 30 days after receipt of an order. Delivery shall be FOB Destination. FOB Destination means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Evaluation Criteria: Award shall be made to the Offeror that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, and clearly documents that the offered product meets the minimum specifications stated above. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
