- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a firm fixed price, sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is HSCG23-13-R-V7S001. The United States Coast Guard (USCG) intends to solicit, negotiate and award a contract to Decision Lens, 4250 North Fairfax Dr., Suite 1410, Arlington, VA 22203 for a commercial of the shelf (COTS) decision support tool for prioritizing proposed investment or offset initiatives based on their relative importance towards achieving organizational goals and objectives. Since the USCG's budget development process is already well defined, the decision support tool must provide the ability to develop and prioritize decision criteria, allow for stakeholder voting, determine prioritization lists based on the weighted criteria, and evaluate investment options in a single collaborative product. The decision support tool must quickly and easily integrate qualitative and quantitative information from multiple stakeholders to ensure organizational alignment during strategic trade-off or allocation decisions. This requirement also includes required facilitation and training support necessary to use the tool. Based on the market research conducted to date, DLA1-F: Decision Lens DL3 Advanced-Tier 1 is the only COTS collaborative decision making software tool for prioritization and resource allocation that possesses the following technical capabilities: 1) Web based with vendor hosted/managed data warehouse 2) Fully compatible with Windows operating systems, and interoperable with Microsoft Office applications. Undergone Certification and Accreditation in accordance with Federal Information Security Management Act (FISMA) and be Federal Information Processing Standard (FIPS) compliant 3) Provides a single application that integrates qualitative and quantitative information from multiple stakeholders using Analytical Hierarchy Process (AHP) that links complex and interdependent parts of a decision into a rational structure 4) Provides advanced resource allocation that optimizes resources over multi-year time periods (multi-year sequencer) drawing from multiple types of resource pools 5) Allows users to perform real-time sensitivity analysis throughout the entire decision making process to test the impact of changes in priorities, criteria and risk factors on critical decisions Alternative resellers are currently not being considered because software, facilitation and training requirements are all met by Decision Lens. The estimated value of this contract is $2.7M. This notice of intent to award is not a request for competitive proposals. Offerors that believe they can provide the required items must provide supporting evidence to the Contracting Officer that they meet all specifications and can furnish these items. Reference Solicitation HSCG23-13-R-V7S001. This announcement constitutes the only notice of intent to award a firm fixed price, sole source contract and a written solicitation will not be issued.
