- The Department of Homeland Security/ Federal Emergency Management Agency/U.S. Fire Administration (DHS/ FEMA/USFA) intends to negotiate on a sole source basis (IAW FAR 6.302) with the Cumberland Valley Volunteer Firemen's Association (CVVFA) Emergency Responder Safety Institute located at 460 Polly Drumman Hill Road, Newark, Delaware 19711. The United States Fire Administration (USFA), in coordination with other organizations, has maintained a continuous program of support to enhance roadway safety operations for all emergency responders, including meeting the specialized needs of both the fire service and law enforcement. The proposed action is for services, for which Government intends to solicit and negotiate under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. For over a decade USFA has enjoyed a partnership with the CVVFA Emergency Responder Safety Institute in efforts to better protect emergency responders on the highways. This included the development of a White Paper - Protecting Emergency Responders on the Highways, supporting the ResponderSafety.com website, and other initiatives. The purpose of the purchase order is to procure the services to: (1) enhance the development of advanced technology and systems that foster nationwide sharing of lessons learned among transportation, public safety, and emergency personnel, enabling them to respond to roadway incidents safely and more effectively. (2) enhance efforts to protect the safety of the motoring public, (3) maintain the ResponderSafety.com website that supports roadway operational safety for law enforcement officers, firefighters and other responders and the development of best practices for roadway scene operations, (4) develop effective training and outreach technology to enhance the operational safety of emergency responders operating on the roadway. The contractor must be able to meet core responsibilities required for this requirement as follows: • Promote the interests of state and local volunteer fire and EMS organizations, law enforcement, and other emergency responders at the national level in roadway operations safety; • Gather applicable information from and disseminate information to the fire and EMS departments and organizations, law enforcement, and other emergency responders from the United States Fire Administration (USFA), Federal Emergency Management Agency (FEMA), U.S. Department of Homeland Security (DHS); • Serve as the voice and advocate for the fire and EMS organizations (including the volunteer fire service fire police), law enforcement, and other emergency responders in the national arena and provide tools, resources and programs in roadway operations safety; • Conduct research, develop training, collect information and distribute that information on roadway operations safety which has an impact on fire and EMS departments (including the volunteer fire service fire police), law enforcement, and other emergency responders. Requirements: • Experience with the development, management, and administration of the ResponderSafety.com roadway operations web site. • Development and distibution of the White Paper. • Existing data on roadway operations hazards and emergency responder struck by fatalities and injuries. • Existing mechanism to deliver announcements, information, and training in roadway operations safety for fire and EMS departments and organizations (including the volunteer fire service fire police), law enforcement, and other emergency responders in the United States. • Manage a database of roadway struck by emergency responder fatalities and injuries, as well as case studies. The Federal Emergency Management Agency (FEMA) determined that the CVVFA is uniquely qualified to perform this work. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. This notice of intent is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization known which can provide technically acceptable services is the Cumberland Valley Volunteer Firemen's Association.
