Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-13-T-0069. This acquisition is issued as a Request for Proposal (RFP) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-66 dated 01 April 2013 The associated NAICS code is 333613. The small business size standard is 500 Employee(s) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, DESIGN, FABRICATION, DELIVERY, SET-UP, INSTALLATION, AND TRAINING OF A TURN-KEY POWER TRAIN LABORATORY IN ACCORDANCE WITH THE ATTACHED GOVERNMENT PERFORMANCE WORK STATEMENT (PWS), QUANTITY 1, LOT Description of requirements: DESIGN, FABRICATION, DELIVERY, SET-UP, INSTALLATION, AND TRAINING OF A TURN-KEY POWER TRAIN LABORATORY IN ACCORDANDCE WITH THE ATTACHED GOVERNMENT PERFORMANCE WORK STATEMENT (PWS), QUANTITY 1, LOT Delivery and completion is required twenty (20) months after contract award Delivery shall be made to Aberdeen Proving Ground (APG), MD 21005. Acceptance shall be performed at Aberdeen Proving Ground (APG), MD 21005. The FOB point is DESTINATION The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The government will award one (1) contract resulting from this solicitation to the responsible offeror whose conforming offer will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Technical Approach and Capability, Past Performance, and Price. Technical Approach and Capability and Past Performance are of equal importance and when combined are significantly more important than price. The government reserves the right to award to other than the lowest price and to award without discussions. A proposal is considered acceptable for evaluation if it addresses all the essential requirements of the request for proposal (RFP), shows the offeror understands all essential requirements of the RFP, and has demonstrated a full capability to perform the prospective requirements, offers a feasible technical approach, and the proposal is complete to the extent that an award could be made on its present terms. A proposal will be considered unacceptable for award if it contains deficiencies (or a combination of significant weaknesses which equate to one or more deficiencies) which preclude evaluation of the proposal, which are not correctable, or the corrective action would require essentially rewriting the proposal or require the submission of an approach which would be new or almost entirely different from that previously proposed. Offerors shall submit a written technical proposal not to exceed (NTE) seventy-five (75) pages addressing the following factors which will be used to evaluate offers: 1.1 Initial Capability The proposed initial configuration will be reviewed for capability to achieve the stated mission beyond the specified requirements of the facility. Features and attributes of the proposed design that contribute to a better research and development facility for military vehicles will be considered for best value. Innovative and advanced approaches to motors/gearboxes achieving high speeds at reduced size and weight are preferred. 1.2 Flexibility and Future Growth The ability of the proposed design to accommodate future mission growth will be considered in determination of best value to the Government. Modularity, expandability, and flexibility of the proposed architecture and hardware will be evaluated to this end. 1.3 Durability and Lifecycle Costs The offeror's discussion of component durability, maintenance and replacement requirements, operating costs, operational personnel requirements, and other aspects of the system contributing to total lifecycle costs will be considered in the determination of best value. Material handling, including ease of use, maintenance burden, and necessity of equipment movement as well as the equipment required to move it, will be considered. 2.0 Evaluation Criteria The Government will assess the capability of each offeror on the basis of the following criteria: Technical Approach and Capability, Past Performance and Price. The Government will award the contract to the offeror demonstrating the best value to the Government, including overall cost as well as cost realism impact. 2.1 Technical Approach The Government will evaluate each offeror's technical approach on the basis of its written Technical Proposal addressing the following subfactors: 2.1.1 Excellence of the Proposed Design A high priority of the technical evaluation will be based on the offeror's proposed design. Based on the contents of the design, the offeror's understanding of the Government's objectives, goals, approach, and requirements of the contract will be considered in the technical evaluation of the proposal. Innovation of design will be considered in this factor. 2.1.2 Technical Development Plan The offeror's Technical Development Plan will be considered in the evaluation. The Technical Development Plan will be evaluated based on its completeness and anticipated achievability to meet the facility performance requirements. Failure of the offeror to provide a Technical Development Plan will be considered as evidence of an unacceptable proposal. 2.1.3 Technical Risk The technical evaluation will consider the technical risk inherent in the proposal, taking into account long lead and complex machinery, as well as task dependencies. The offeror's assessment of risk in the proposal will be reviewed for unacknowledged risks and possible impacts to schedule and capability. 2.2 Capability 2.2.1 Key Personnel Describe the experience of your key personnel who will be working on this contract. 2.2.2 Subcontractors Provide a list of subcontractors you propose to use on this contract and the work activities proposed for subcontracting. Describe subcontractor's past performance and provide a list of similar contracts that your subcontractors have performed in the past three (3) years. The Government will evaluate the organizational experience of the offeror's proposed key subcontractors. 2.2.3 Past Performance Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, state, and local laws and regulations. Submit a list of similar contracts that your firm has performed in the past three years. The Government will contact each offeror's customers to ask whether or not: (1) the offeror was capable, efficient, and effective; (2) the offeror's performance conformed to the terms and conditions of its contract (specifications); (3) the offeror finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) proposals should provide evidence of past projects demonstrating adherence to specifications and standards such as those listed below. Proposals' attention is specifically called to National Fire Protection Association (NFPA) 70 and NFPA 70E, due to the potential electrical hazards associated with equipment provided under this contract; (6) the offeror was committed to customer satisfaction. In evaluating past performance, the Government will contact some of the references provided by the offeror and other sources of information, including, but not limited to: Federal, state, and local government agencies, better business bureaus, published media, and electronic data bases. 2.3 Price Price will be evaluated based on the total proposed price. The price proposal is separate from the seventy five (75) page limitation on the technical proposal. 3.0 Small Businesses Subcontracting Plan. Vendors that are identified as a large business under the North American Industry Classification System (NAICS) code 333613 shall submit a small business subcontracting plan in accordance with FAR Part 19.7. The small business subcontracting plan will be reviewed by the contracting officer and the small business representative. The small business subcontracting plan is separate from the seventy five(75) page limitation on the technical proposal. TECHNICAL MERIT RATING SCALE This rating scale consists of a maximum rating of Excellent that can be assigned to a factor or subfactor. With the exception of the Past Performance and Cost Factors, each factor and subfactor evaluated will be assigned a rating from Excellent to Unsatisfactory (see definitions below): EXCELLENTExcellent in all respects; offers one or more significant advantages not offset by disadvantages; very good probability of success with overall low degree of risk in meeting the Government's requirements. GOODHigh quality in most respects; offers one or more advantages not offset by disadvantages; good probability of success with overall low to moderate degree of risk in meeting the Government's requirements. SATISFACTORYAdequate quality; any advantages are offset by disadvantages; fair probability of success with overall moderate to high degree of risk in meeting the Government's requirements. MARGINALOverall quality cannot be determined because of errors, omissions or deficiencies which are capable of being corrected without a major rewrite or revision of the proposal. UNSATISFACTORYA proposal which contains major errors, omissions or deficiencies, or an unacceptably high degree of risk in meeting the Government's requirements; and these conditions cannot be corrected without a major rewrite or revision of the proposal. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
