- Description
- Tyndall Air Force Base is seeking Mess Attendant Services. The period of performance shall be for one base year and a maximum of three option years. The contractor shall provide all personnel, supervision, and any items or services necessary to perform mess attendant services at Tyndall AFB, FL. The contractor shall perform in accordance with the Food and Drug Administration Food Code and conform to the professional standards identified within the Performance Work Statement. The contractor shall be responsible for food preparation as well as typical kitchen/dining facility operations (cashier services, cleaning services, grounds maintenance, minor equipment maintenance, etc.) in the dining facility and the Raptor Quick Turn facility, both located on Tyndall Air Force Base. It is estimated that both facilities combine to serve approximately 20,000 meals per month. This solicitation shall be conducted as a competitive 8(a) procurement and will be limited to only those business concerns that are registered as an 8(a) company with the Small Business Administration. This solicitation shall be conducted utilizing the Partnership Agreement between the DoD and the SBA via DFARS PGI 219.800, which delegates the SBA's contract execution function to the DoD. The anticipated Source Selection Procedures will be Performance Price Trade-off resulting in the best value for the Government. The anticipated contract type is Firm Fixed Price (FFP). This solicitation will result in the single award of a FFP contract. The North American Industry Classification System (NAICS) code is 722310 and the small business size standard is $35.5 million. All firms or individuals responding must be registered with the System for Award Management (SAM) Web Site at http://www.sam.gov. All responsive offerors will be considered by the agency. The entire solicitation will be made available on the Federal Business Opportunities (FBO) Web Site at http://www.fbo.gov. Once the solicitation is posted, on or about 4 June 2013, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All 8(a) firms are highly encouraged to request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. All prospective offerors interested in submitting a quote must have a commercial and government entity code (CAGE Code). Paper copies will not be made available. The estimated award date is September 2013. Nothing in this pre-solicitation announcement shall qualify the Request For Proposals (RFP). The RFP will contain current information regarding the competition, set-aside, source selection technique, evaluation factors, etc. Any changes to the RFP will be accomplished by amendment.
