Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The KY Army National Guard intends to award a Blanket Purchase Agreement to one or more vendors to provide services in each of the four (4) regions as designated on the attached map. Offerors can submit pricing for one or more of the regions. This procurement is Total Small Business set aside, local businesses are strongly encouraged to respond. The NAICS code is 811490 with a size standard of $7.0 million dollars. The following commercial services are being requested in this solicitation as detailed in the Performance Work Statement (PWS). All quotes should be based on minimum requirements listed in the PWS. This solicitation will close at 5 pm (est) on 20 June 2013. Questions must be received in writing to LTC Brent Wilkins at brent.a.wilkins.mil@mail.mil NLT 13 June 2013. SUBMISSION REQUIREMENTS/EVALUATION CRITERIA The offertory quotes must be based on minimum Performance Work Statement (PWS) requirements including a price quote and (3) past performance references. All factors will be equally evaluated. Performance Work Statement (PWS) 1. Project Scope: Provide alteration services for the Army Service Uniforms (ASU) to all m-day enlisted soldiers in the Kentucky Army National Guard. 2. Period: 1 July 2013 - 30 September 2013 with an option period of 1 October 2013 to 30 September 2014. 3. Physical Location: Measurements and sizing will be performed at KY Army National Guard Facilities with the alterations being performed at the Vendors Business Location. 4. Supplies and Equipment: The KYARNG will provide ASU's (Coat, Trouser, Skirt, Rank, Service Stripes, Overseas service bars, soutache braid) 5. Payment Rate: Vendor will invoice monthly as needed. 6. Acceptance Criteria: The vender will alter ASU's Coat sleeves, and attach the following: soutache braid, rank, service stripes, and overseas service bars as well as hem the Trousers and Skirts. Vendor will travel to unit locations for sizing, pick up and return. Alteration must meet the Army standard. Any alteration not listed will not be paid for. 7. Total not to exceed: Threshold dollar value for this agreement will be $364,000. 8. Special Requirements: Each ASU will be altered in accordance to AR 670-1, Wear and Appearance of Army Uniforms found at http://www.apd.army.mil/pdffiles/r670_1.pdf. a. Male ASU complete alterations to include: i) ASU Coat: - Attach: 1 1/8-inch soutache braid of gold-colored nylon or rayon to each sleeve 3inches above the bottom of the sleeve. - Attach: Service stripes center on the outside bottom half or the left sleeve. The service stripe is placed at an angle of 45 degrees with the lower end toward the inside seem of the sleeve, and it is placed 4 inches from the bottom of the sleeve hem. For each additional period of 3 years honorable service, another service strip is added above and parallel to the first, with a 1/16-inch space between strips. - Attach: Overseas service bars center on the outside bottom half of the right sleeve. The lower edge of the overseas service bar is placed 4 inches above and parallel to the bottom of the sleeve hem. - Attach: Rank is positioned on outside of each sleeve centered from the elbow to the top of the shoulder. ii) ASU Trousers: Trousers will be fitted and worn with the lower edge of the waistband at the top of the hipbone, plus or minus 1 2 inch. The front crease of the trousers will reach the top of the instep, touching the top of the shoe at the shoelaces. Trousers will be cut on a diagonal line to reach a point approximately midway between the top of the heel and the top of the standard shoe in the back. The trousers may have a slight break in the front. b. ASU Female uniform complete alterations to include: i) ASU Coat: - Attach: 1 1/8-inch soutache braid of gold-colored nylon or rayon to each sleeve 3inches above the bottom of the sleeve. - Attach: Service stripes center on the outside bottom half or the left sleeve. The front crease of the slacks will reach the top of the instep, touching the top of the foot or the shoe at the shoelaces. Slacks will be cut on a diagonal line to reach a point approximately midway between the top of the heel and the top of the standard shoe in the back. The slacks may have a slight break in the front. iii) ASU Skirt: Hem the skirt knee length to (not to exceed one inch above or 2 inches below the crease in the back of the knee). c. References include: 670-1 (Wear and Appearance of Army Uniforms) 9. Access and General Protection/Security Policy and Procedures. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 10. Selected vendors will be required to provide full name, alias, SSN, home of record plus zip code, date of birth and drivers license number for employees that will be conducting sizing at KY Army National Guard facilities a minimum of 10 working days prior to the sizing for the personnel to be cleared for access in the facility. INSTRUCTIONS TO OFFERORS 1) Please submit quotes in writing on letter head with DUNS#, SAM registration must be active (Cage code), dated with a point of contact. Go to SAM (System for Award Management) https://www.sam.gov/portal/public/SAM/ which is a no cost site to register. An active SAM registration is required to be eligible for award on all agreements. 2) Please provide a firm-fixed price quote per each set/type of alterations on the Attached Pricing Sheet as follows: - Sewing of Soutache braid on NCO Jacket - Sewing of 1 service stripe (for some individuals more that one might need to be sewn onto the jacket so the cost would be the number to be sewn on times the cost of sewing one on). - Sewing of 1 Overseas Service Bar (for some individuals more that one might need to be sewn onto the jacket so the cost would be the number to be sewn on times the cost of sewing one on). - Sewing rank on jacket (cost should be to sew the rank on each sleeve) - Hemming of Trousers - Hemming of Slacks - Hemming of Skirts 3) The individual costs of the above items should include the vendors cost to travel to the unit location. 4) Each region has a separate spreadsheet. Ensure that you prepare the appropriate spreadsheet for the region that you are submitting a quote for. Offerors can submit pricing for one or more of the regions. 5) Past performance references should include the total dollar value of the award, period of performance, current Point of Contact including name and phone number and type of services performed. Therefore, your initial quotes should contain your best terms, as it pertains to cost/pricing. Do not assume you will have the opportunity to clarify, discuss, or revise your original quote. At Governments discretion, offerors may be asked for more information or to clarify their offer, request for such information doesn't constitute discussions. However, the Government reserves the right to conduct discussions if the Contracting Officer later deems it necessary.
