Description
DRAFT PWS Preschool Study Phase I Description: The Institute of Education Sciences (IES) at the U.S. Department of Education (ED) intends to solicit competitive proposals for a new 2013 requirement titled ‘Evaluation of Preschool Special Education Practices' to learn what preschool special education services children ages 3-5 years old are receiving and the feasibility of conducting an impact study on preschool special education interventions. The 51 month period of performance will consist of one, 36-month base period containing a survey data collection and an evidence review to inform decisions about study design options for the impact study. If exercised, a 25-month option for the impact study preparation phase will begin December 1, 2015 and end by December 31, 2017, overlapping with the base period by 10 months. ED will make a decision about exercising the optional impact study phase by October 1, 2015. It is anticipated that an unrestricted, full and open Request for Proposals (RFP) will posted on the Federal Business Opportunities (FBO) website in late June 2013. The Government intends to award one hybrid (Fixed Price and Cost reimbursement) contract to the responsible offeror whose proposal is most advantageous to the Government after evaluation, price and other factors considered. All responsible sources may submit a proposal by the closing date of the RFP that, if timely received and responsive to the terms and conditions of the RFP, shall be given fair consideration by ED. Requirement Overview: There are two major components of the aforementioned requirement: a descriptive/feasibility study and an optional impact study preparation phase. The major questions for the descriptive/feasibility study are: • What are children receiving in terms of preschool services and programs, through what agencies, and in what settings (e.g., public and private schools, community centers)? • Which preschool programs or practices/interventions are used nationally for preschool-age children with special needs to promote development of their language, literacy, and social emotional skills? The descriptive study will be based upon survey data collection across states and from a nationally-representative sample of districts to obtain a more comprehensive and updated description of the programs and services available to children ages 3-5 years old with disabilities or at risk for developmental delay and practices implemented in these programs. In addition to addressing the main questions noted above, data collection will include, but not be limited to, examination of the program structures or systems within states (and across districts) through which special education services are provided to children ages 3-5 years old with disabilities or at risk of developmental delay; the resources supporting these programs; the variation in preschool special education eligibility definitions across and within states; and the staff delivering preschool services and the turnover of staff in these programs. The descriptive/feasibility phase of the study will also answer the question: What are the preschool intervention practices and the components of the interventions that recent research demonstrates to have the most promise in improving literacy, language, and social emotional skills of preschool-aged children with disabilities? An evidence review of preschool interventions targeting the improvement of literacy, language, and social emotional skills for preschool-aged children with disabilities will be conducted, based upon a literature search as well as findings from the survey data collection on any widely-used interventions. The information gathered through the survey data collection and evidence review will be used to identify what evaluation design options are feasible to conduct an impact study of preschool special education interventions.
