- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared under the authority of Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and in conjunction with the policies and procedures at FAR Part 15, contracting by Negotiation and prepared as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is a 100% SMALL BUSINESS SET-ASIDE and only qualified offerors may submit bids. This is a solicitation for commercial items prepared in accordance with the Commercial Contract Format in FAR 12.303, as supplemented with additional information included in this section. The following North American Industry Classification Code (NAICS Codes) is the primary code applicable to this acquisition: Primary: 541512, Computer Systems Design Services / Business Size Standard $25.5M Secondary: 541511 Custom Computer Programming Services / Business Size Standard $25.5M Secondary: 541519 Other Computer Related Services / Business Size Standard $25.5M Product Service Code: D399 IT & Telecom - other IT and Telecommunications Classification Code: D - Automatic Data Processing and Telecommunication Services FAR 52.219-14, Limitations on Subcontracting, Dec 1996 applies to this solicitation; at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The solicitation number is RFP D13PS00230. The Interior Business Center (IBC) has an ongoing need for an industry partner to assist in providing support to current and potential client agencies of the Oracle Federal Financials (OFF) financial accounting system (hereafter referred to as OFF). The IBC currently supports small (less than 1,000 employees) and medium (1,000 to 5,000 employees) Federal agencies with OFF, and/or other Oracle enterprise support systems. The IBC is positioned to offer OFF system support as well. The IBC anticipates offering OFF predominately to large agencies (over 5,000 employees) and mid size agencies with specialized requirements complementary to OFF. The future number of the IBCs OFF client agencies will directly depend on the IBC and its supporting contractors ability to offer competitive best value solutions as a Shared Service Provider (SSP) of the Federal-wide Financial Management Line of Business (FMLoB) established by the Office of Management and Budget (OMB). The vendor must be able to successfully implement and support OFF version R12 under this IDIQ. To be successful, the vendor must be able to demonstrate its ability and capabilities to support simultaneous implementations of various size agencies at any given time. To ensure that it can provide best value to client agencies, the IBC will select a contractor as its OFF partner. The selected contractor will assist the IBC in four primary areas: 1.Participate in customer/client engagement activities and preparation of technical/cost proposals to implement OFF and other Oracle enterprise applications to potential client agencies and develop technical/cost proposals for implementing new functionality for existing OFF client agencies; 2.Serve as the integrator where the IBC is selected as the service provider for new customer implementation/integrations and/or enhanced functionality as desired by an existing client agency; 3.Provide support for OFF implementation/integration activities for which the Government is specifically responsible; and 4.Provide support for OFF application operations and maintenance. As a courtesy, a Partnering Opportunity Vendor List is provided with this RFP. This small business vendor list is a result of vendor response to RFI 766347 and RFI D13PS00230 survey indicating their interest in a partnering opportunity under this RFP. Only those vendors who participated in the RFI survey and indicated their interest in a partnership and provided contact information are contained in this list. This list is provided as a courtesy with the RFP. The Department of Interior, National Business Center, (AQD) Acquisition Services Directorate will handle the solicitation, award, contract administration, and the payment of invoices. AQD provides contracting support to all Federal and DoD Agencies. Offerors are required to submit a technical proposal and a price proposal to Government officials for the purposes of assuring that the prospective contractor has a complete understanding of the scope of this requirement and has the capability and capacity to provide all equipment and personnel as indicated in the Governments technical specifications, and requirement documents contained in this solicitation.
