Description
This requirement is for a firm fixed price (FFP) contract to prevent hardware end of life issues and align the EOC 1 and 2 systems (to be consolidated at 29 Palms) with the current Integrator 2 production configuration (both hardware and software), which will allow sustained, uninterrupted and continued warfighter training support at 29 Palms, CA. A time-phased rollout is required to achieve a turnkey solution with the minimum required hardware to deliver capability 120 days after receipt of order (ARO), while backfilling remaining hardware within 180 days ARO. This phased hardware rollout provides the Government with the earliest possible transition to a sustainable configuration while still supporting the currently contracted monthly flight hours at 29 Palms. The turnkey solution shall include FSRs to deploy onsite to assist with the seamless transition of the site, as well as instructors to provide ICOMC2 transition training to the FSRs currently at 29 Palms. The FSRs will remain onsite to build a core team as they integrate with VMU and build RQ-21 tactics, techniques and procedures (TTP) as well as offer Hub and dislocated (field embedded) Spoke capabilities to the VMU or visiting unit customer. Integrator 2 differs from the STUAS configuration in that the EMD Comm Relay Payload, SAASM and the 2nd Bandit (L-Band) are removed; Block 2 uses an AES 256 encrypted C2 link instead of the STUAS FIPS 140-2 certified C2 link, and Block 2 does not support ship based operations. The existing prototype EOC Comm Relay Payloads (qty 5, 30-400 Mhz) deployed to 29 Palms, will continue to made available to support warfighter training. At completion of the effort, the EOC air vehicle configuration shall be 100% common with the current Integrator production configuration and have a 90% commonality with the STUAS RQ-21 (EMD) configuration.
