- Notice of Contract Action - 21 May 2013 - Below is the Notice of Contact Action (NOCA) for the German Automated Protocol Exchanger (APEX) System. Also, please reference Sources Sought under separate FedBizOpps Solicitation/Reference Number "Germany_APEX" to review draft statement of work and technical specifications. Notice of Contract Action (NOCA) FA8730-13-R-0013 Synopsis: The Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, Aerospace Management Systems Division, Air Traffic Systems Branch (AFLCMC/HBAG) intends to award a single contract to a source capable of meeting the requirements for providing a German Automated Protocol Exchanger (APEX) System. This document is a Notice of Contract Action (NOCA) only and does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFLCMC/HBAG will take procurement action in this matter. In addition, this issuance does not either limit or restrict the Government's acquisition approach. Neither AFLCMC nor the Government will be responsible for any cost incurred by any potential offeror in furnishing this information. The Government reserves the right to reject in whole or in part, any industry input as a result of this announcement. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. The solicitation, if issued by the Government, will be set aside for small business offerors only. The NAICS code for this action is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 750 employees. Background: The United States Air Force (USAF) is deploying a replacement automation system to its Outside the Continental United States (OCONUS) air bases. This system is the Standard Terminal Automation Replacement System (STARS). STARS displays track data for the purpose of controlling air traffic in the terminal environment. The STARS connects to outside facilities via the Inter-Facility Data Transfer (IFDT) interface. Since STARS is designed to interface with US Federal Aviation Administration (FAA) Centers, it does not have the capability to interface with host nation Area Control Centers (ACCs) at OCONUS installations. This incompatibility results in the inability to exchange flight data or perform automated radar handoffs with host nation automation systems. It is the intent of the Program Office to procure an Automated Protocol Exchanger (APEX) to enable STARS to connect to host nation ACCs for the purpose of exchanging flight data and performing automated track handoffs that reduces the workload of air traffic controllers when transferring control of aircraft to/from the host nation facility. The AFLCMC/HBAG is the organization responsible for the acquisition, installation and acceptance of the APEX Systems through initial operational capability. Point of Contact: Parties may identify their interest, accompanied by supporting literature, to the Procuring Contracting Officer (PCO) no later than 12:00PM Eastern Time on 29 May 2013. All information received from responsible sources will be considered. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the PCO. Ombudsman: An AFLCMC Ombudsman is available to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues and disagreement, and/or recommendation to the listed Contracting Officer above for resolution. The AFLCMC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of AFLCMC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to AFLCMC/CC, AFLCMC's Deputy for Acquisition (DC(A)) or AFLCMC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query, the Ombudsman independently assesses the situation and provides a response or initiates resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
