Description
The 21st Contracting Squadron, Peterson AFB, CO is issuing this sources sought announcement of the Simplified Acquisition of Base Engineering Requirements (SABER) services at Peterson AFB, CO, Fort Carson, CO (to include Piñon Canyon, Bldg 20,000, and Pueblo Chemical Depot), Schriever AFB, CO, Cheyenne Mountain Air Force Station, CO, United States Air Force Academy, CO (to include Farish Memorial Recreation and Bulls Eye Auxiliary Airfield), Buckley Air Force Base, CO, and FE Warren Air Force Base, WY. The Government contemplates soliciting for the award of two or more separate Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. This acquisition is restricted to SBA Certified 8(a) Firms located within the SBA Colorado and Wyoming Districts. Typical task orders (TOs) will consist of a broad range of maintenance, repair and minor construction work on real property at the locations listed above. Individual, firm-fixed price TOs will be issued using the Facilities Construction Cost Data via a Unit Price Guide with a coefficient. Significant sub-contracting opportunities can be expected in a variety of trades to include, but not limited to: roofing, electrical, plumbing, carpentry, roadwork, painting and masonry. The anticipated performance period of these contracts shall consist of one base year, plus individual option years, for a total of five to seven years as required. The length of the contracts shall be determined based on market research. The total program value of the acquisition is anticipated to be between $250,000,000 and $350,000,000. The NAICS for this acquisition is 236220, with a size standard of $33.5M. The Government anticipates the issuance of a Draft Request For Proposal (RFP) on or about 15 Sep 13, with an Industry Day to follow, and the release of the final RFP on or about 31 Jan 14. The anticipated award date is 20 Nov 14. The Government anticipates contract award will be based on lowest priced, technically acceptable evaluation procedures. Interested parties should register for the Interested Vendors List to receive updates to this announcement. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Sub Contractor arrangements and the SBA, AF, or DOD Mentor-Protégé Procedures. A soft copy of the firm's capability statement is requested. The statement should describe any teaming arrangements and reflect relevant past performance history (3-5 years of multi-location/project management, experience with Unit Price Guides and Estimating Systems). Firms should describe relevant Government or commercial contract experience, i.e., cite Government or commercial sources. The firm's estimated 8(a) graduation date should be included in the information. The information requested should not exceed five total single-sided pages, single spaced with twelve-pitch font size.
