- Description
- The Department of Interior, Bureau of Reclamation, Pacific Northwest Region, has a need to acquire operation and maintenance services from the Idaho Department of Fish and Game (IDFG). The services are needed to develop new wildlife habitat areas to mitigate the loss of existing wildlife habitat. Reclamation and IDFG worked together to establish the Ririe Reservoir Project in Idaho to replace wildlife habitat lost due to the reservoirs behind the Ririe and Teton dams. The two agencies combined public and private land to create a wildlife reserve. IDFG uses Reclamation land to perform the following mitigation services: (1) Reservoir and Stream Fishery Stocking; (2) Fishery Wintering Over Pond; (3) Reservoir Rough Fish Control; (4) Big-Game Habitat; (5) Small Game and Waterfowl Habitat; (6) Project Fish and Wildlife Lands; (7)Willow Creek Channel; (8) Public Fishing, Hunting, and Other Wildlife Purposes; and (9) Project Downstream Water Releases. Reclamation requires the continued development, maintenance, study of wildlife, and management of the Ririe Reservoir Project lands. IDFG is the agency responsible for wildlife management in the State of Idaho. Therefore, pursuant to the authority found at Federal Acquisition Regulation part 6.302 (www.acquisition.gov/far) Reclamation is posting its intent to modify an existing mitigation services contract with IDFG. Contract No. R13PC10004 was awarded to IDFG for mitigation services to be conducted in the Teton Mitigation Area; it is this contract Reclamation intends to add the Ririe Reservoir Project Mitigation services to. The original contract was for a base year and four one-year option periods. The work added by modification will be for the remainder of the base year and four one-year option periods. The estimate value of the contract is approximately $952,000.00. The NAICS code is 924120, Administration of Conservation Program. There is not a small business size standard associated with this sector as the services are performed by Federal or State Government agencies. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
