Description
RFI Quesionaire for Official Operational Test and Evaluation Services RFI for Official Operational Test and Evaluation Services Purpose: The purpose of this notice is to conduct market research in accordance with FAR Part 10 and to assist the Government in identifying potential sources that are interested in, and capable of, providing operational test and evaluation (OT&E) services. This notice is for planning purposes only; a solicitation is not being issued at this time. The notice shall not be construed as commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. Background: As a component of the Department of Homeland Security (DHS), Customs and Border Protection (CBP) is responsible for protecting our Nation's borders in order to prevent terrorists and terrorist weapons from entering the U.S while facilitating the flow of legitimate trade and travel. CBP is also responsible for apprehending individuals attempting to enter the United States illegally, stemming the flow of drugs and other contraband, protecting our agricultural and economic interests from harmful pests and diseases, protecting American business from theft of their intellectual property, and regulating and facilitating international trade, collecting import duties, and enforcing United States trade laws. The OIAD Operational Evaluation Branch of CBP is responsible for the Operational Test & Evaluation (OT&E) of systems acquired in support of this mission. To aid the Government in the developing and refining its functional requirements, interested firms are invited to provide answers to the items covered in the attached company profile and the questionnaire. In addition, to market research, this announcement is designed to assist CBP in making a set-aside determination as required by FAR 19.5. Since the determination has not yet been made, CBP is encouraging all potential offerors, both large and small, to participate in this Request for Information. All firms are advised that their response to this notice does not constitute an agreement of payment for time and effort involved in its preparation. Finally, the Government will not entertain questions concerning this market research once all responses have been received.
