This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation, W912K6-13-Q-1034, is being issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. This procurement is a total service-disabled veteran-owned set-aside. The NAICS code is 561730 and the small business size standard for this NAICS Code is $7.0 Million. This will be a three (3) year contract, base year and two (2) 1 year options. The mission of the Maryland Army National Guard is to fulfill its role as the State's lead agency for being a ready and relevant force to serve the citizens of Maryland. As such, the facilities used to train and maintain the force require special attention to ensure the facilities are always looking their best. It is our intent to have the grounds around our facilities maintained to provide an inviting space for staff and visitors. The Maryland Army National Guard (MDARNG) has a requirement for the following: Scope of Work The Contractor shall furnish and make payment for all supervision, labor, materials, supplies, equipment, insurance, vehicles, gas, oil, services and utilities necessary to provide comprehensive grounds maintenance service for the selected facilities within this invitation to bid in strict conformity with the methods and conditions herein specified. The selected facilities to be maintained within the scope of this work are as follows: GROUP A ADELPHI /2.4 ACRES / 2600 Powder Mill Rd, Adelphi, MD 20783 LAUREL /2 ACRES /8301 Odell Rd, Laurel MD 20708 OLNEY / 4 ACRES / 5115 Riggs Rd, Olney MD 20882 PAX RIVER /6.05 ACRES / 4800 One Hill Run Rd, Lexington Park MD 20653 FT MEADE CST /2 ACRES GROUP B EDGEWOOD AASF /67 ACRES /4081 Wise Rd, Edgewood MD EDGEWOOD ARMORY FMS /20 ACRES /4305 Beal Rd, Edgewood MD 21010 4200 BLOCK / 2 ACRES /4305 Beal Rd, Edgewood MD 21010 * The Contractor will mow or cut the grass to a length of between 2.5 and 3 inches. * The contractor will trim or edge sidewalks, roadways, and curbing during each visit. * The contractor will pick up and recover any clumps of grassing created during the visit. * The contractor will vacuum, blow, or otherwise clear the sidewalks, doorways, and roadways of grass trimmings created during the visit. * Contractor will weed flower beds and mulched areas once monthly. * Contractor will apply any necessary herbicides to control weed growth. * Contractor will trim or prune all ornamental trees and shrubs annually in a manner which encourages healthy plant growth and presents a well manicured appearance. Requirements 1. Lawn and Plant Care (Grass Cutting) a.Cut, edge, and trim all grass areas not more than once every 10 days approximately 15 June 2013 thru 31 October 2013. Grass should be maintained not less than two and one half inches (2.5 quote mark ) in height and not more than three (3 quote mark ) inches in height. Mowing shall not exceed more than one cut every ten (10) days. The contractor shall not allow clippings to remain in clumps on the sod. Any clumps, piles, or similar accretions of clippings shall be removed. b.All walks, driveways, and parking areas shall be blown, swept or vacuumed clean of clippings. c.The contractor shall not use string trimmers, or similar equipment around the base of tree, shrubs, or other ornamentals. Care must be taken when trimming around these plants. Any plant stock damaged by such equipment shall be replaced in kind, at the contractor's expense. 2. Leaf and Litter Removal. Leaves and Litter shall be removed from all sod areas, flower, and perennial beds, walks, and parking areas as necessary in conjunction with mowing operations. 3. Weeding. All flower and ornamental grass beds shall be hand weeded on a monthly basis. Weeds shall be carefully pulled, minimizing damage to ornamentals. Weeds in driveways, walkways, gravel areas, etc. shall be treated by a licensed applicator with a contact herbicide such as Roundup, or approved equal. The contractor shall retreat weeds as necessary on a weekly basis until eradication. Once the plant has died, the remaining material shall be removed during the next weeding. 4. Ornamental Tree and Shrub Trimming. All ornamental trees and shrubs shall be trimmed annually to maintain proper form and prevent the plant stock from blocking signs, walkways, windows, etc. 5. DAMAGE TO GOVERNMENT AND PERSONAL PROPERTY a.The Contractor, their employees, subcontractors and agents shall be held directly responsible to repair, replace, or restore to its original condition, to the satisfaction of the Department, curbs, roadway surface, wheel stops, shrubbery, trees, buildings or any other Government owned property which is damaged by the actions of the above mentioned representatives. b. The Contractor, their employees, subcontractors and agents shall be held directly responsible for any damage to privately owned property and shall hold the Government harmless for such damages. 6. UNSATISFACTORY SERVICES a.The service provided under the terms of this contract must satisfy the Government or designated representative. b.Where, in the opinion of the Government, unsatisfactory service has been provided, the Contractor shall return to the site at the request of the Government or designated representative. 7. FAILURE TO RESPOND a.Should the Contractor fail to respond to the request for service as provided for in these specifications, the Government may, at its option, directly or by contract, take whatever measures are necessary to rid the site of tall grass/weeds at the expense of the Contractor. b.Where the Contractor has failed to respond, the cost incurred by the Government to cut grass and/or shall be deducted directly from the Contractor's monthly invoice. 8. Deliverables. The vendor shall provide grounds maintenance, lawn care and grass cutting every 10 days from 15 June 2013 to 31 October 2013. 9. Contractor's Project Manager.
