- The United States Army Corps of Engineers, Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1(c) to Handy Geotechnical Instruments, Inc. This sole source is for the purchase of a Borehole Shear Test (BST) device. Handy Geotechnical Instruments, Inc. is the original designer and only manufacturer of the Borehole Shear Test device. The device identifies the effective stress and friction angle in soil. The device will apply a normal force to a soil opening and test soil properties in situ. A vertical displacement will provide a shear stress at an applied normal stress. The device will then repeat this test multiple times to create a failure envelope. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 PM Eastern Time Zone on 28 May 2013. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
