Description
Sources Sought Notice The Department of Veterans Affairs' Strategic Acquisition Center (SAC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for robotic surgical systems, related accessories, installation, training and warranty. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339112. The Federal Supply Code is 6515. Robotic Surgical System The Department of Veterans Affairs (VA) is in need of a robotic surgical system to perform urological, laparoscopic, gynecologic, limited transoral otolaryngology, general thoracoscopic, and thoracoscopically assisted cardiotomy procedures. The system must be approved for use in the United States by the Food and Drug Administration (FDA). In addition, this requirement will include accessories, installation, training, and warranty. The objective of this effort is to purchase a robotic surgical system with the following salient characteristics for single and dual console capabilities: "Single surgeon console. The single surgeon console must have the following: High Definition Stereo Display with a minimum resolution of 720p or 1080i; ability to control surgical arms; multi-planar wrist control functionality to provide manipulation of the surgical robot arms; and built-in intercom system to allow for communication between consoles. Allows control of an integrated bipolar system for cut and coagulation. "Dual surgeon console. The dual surgeon console must meet all requirements of the single surgeon console and must be able to share controls in real time between 2 surgeon consoles. "Patient Cart. The system must have the ability to manipulate a minimum of 4 surgical arms (remotely monitored and controlled by the surgeon consoles) -, 3 for instrumentation, 1 for the camera head, and High Definition optic camera with a minimum resolution of 720p or 1080i and that provides up to 10 times magnification. "Vision Cart. The vision cart must be capable of receiving and displaying the High Definition optic camera feed. A minimum resolution of 720p or 1080i is required. "Fluorescence Imaging. The system must include the ability to use fluorescence imaging capabilities to visualize subcutaneous blood vessels. "Skills Simulation. The system must have the ability to provide simulation scenarios for surgeon training in a controlled environment. "Accessories. The system must include all accessories to perform initial training and normal operations. This will include instruments such as endoscopes, fluorescent endoscope, target alignment tools, drapes, and blades for identified procedures. "Maintenace Warranty Services. The Contractor shall provide a twelve month maintenance warranty services that includes support on all parts, labor, and travel as well as all software updates and upgrades at no additional cost to the Government for the duration of the warranty period. The Contractor shall provide a warranty on all repairs and service and certify that the system is fully operational after such repair or service. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to supply this commodity, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, size and type of ownership for the organization, small business status; 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability, and 3) Proof of FDA approval. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) Provide the commodity/service consistent in scope and scale with those described in this notice and otherwise anticipated; 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) Substantiate capability to comply with delivery schedules and meeting the rigid listed specifications. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Sources Sought Submission Instructions: Interested parties who consider themselves qualified to deliver the above-listed commodities are invited to submit a response to this Sources Sought Notice by 12:00pm, (EST) June 5, 2013.
